Study On The Optimization Of Management Mode Of Hazardous Waste Enterprises Based On Heckman Probit Model

As China’s industry is developing fast,and people’s living standards are improving,the amount of hazardous waste is increasing year by year.This requires us to have a strong and effective hazardous waste management system.Now,there are still many deficiencies on our hazardous waste management,such as stealing and illegal transfer of hazardous waste events.How to avoid the hazards caused by the improper management of hazardous wastes,to achieve the optimization of management mode,and thus more safe and standardized management of hazardous waste have become a very pressing issue.A heckman probit model and variables are built to get the significant impact factors and marginal effect of violation and inspection through regression results.On the basis of the analysis,the paper puts forward the suggestions of targeted supervision to improve the compliance of hazardous waste enterprises,and carries on the optimization of management mode and inspection strategy of hazardous waste related enterprises.The results of case study in Jiangsu province show that:1)Significant impact factors of hazardous waste management enterprise’s violations rate are:collection links,permit licenses,industrial parks,total violations of a city and violations last year.Instead of rest of the explanatory variables as a significant negative factor,the variable,total violations of a city’ is a significant positive one.Marginal effect analysis,the violation rate of enterprise with collection storage permit park reduce respectively:0.26,0.59,0.351,0.264.2)Significant impact factors of hazardous waste generation enterprise’s violations rate are:production capacity,enterprise size,inspection last year and total violations of a city.All the significant impact variables are positive.Marginal effect analysis,the previous year inspection than the previous year did not check the enterprise violation rate increased by 0.462.Based on the above results,the specific recommendations on the specific regulation of hazardous waste and the optimization of enterprise inspection are put forward.Based on the method of building Heckman model,this study can optimize the management of hazardous wastes in China,propose the optimization suggestions of targeted supervision and inspection strategies,make effective and maximize the administrative resources of environmental protection departments,and optimize the management of hazardous wastes,which has important guiding significance.
