In labor-dividing high details today, modern enterprises need to focus on their own core business and maximize its competence, leaving behind the rest to other preponderant enterprises assistance, thus forming a more powerful alliance between supply and demand. This is Supply Chain Management, one of the hotspot issues now, always linking supply and demand. Therefore, how to select and manage suppliers has becoming one of the important researches. Being a special product, environmental protection projects are very similar with the manufacturing industry in its production and procurement, except for its own uniqueness. So analytic hierarchy process is essential to supplier selection with a view to remedying the lack of selection and evaluation in engineering project procurementBased on the literature review, theoretical study as well as the analysis in actual work, such as the fixed project area, the mobile project elements, the irreversibility, long period of huge investment, high risk and high security, difficult construction, complicated inspection and acceptance, diverse material procurement with small amount, the requirement for long-term stability and so on, this paper refined the index system for the selection and management in engineering project. These indexes are differ from manufacturing enterprises in taking full account of the supplier’s willingness to cooperate in diverse material procurement with small amount, composite cost rather than simple product price, controlling quality by indirect means of payment in the absence of direct information, and the impact of regional suppliers of project implementation, etc. Certainly, analytic hierarchy process needs to be used to calculate and assess in engineering selection and management.Finally, through specific practical case studies, application-level model and structure comparison, this effect in practical work has been validated, showing that these methods and indexes are scientific, reasonable, simple, and effective with a clear purpose and indicators. At the same time, combined with the application of the AHP in suppliers’ selection and the operation of the special circumstances, more similar engineering projects can get the reference.
