Research On Overall Process Environmental Management Optimization Of Highway Construction Project

Along with the development of domestic highway construction projects, the accordant environmental impact through the highway construction project outstands increasingly, especially for the destruction of the ecological environment. Although environmental management system of domestic highway construction projects more perfect which had different forms of environmental management at each stage, but the environment protection ability of construction projects was poor. Therefore, this thesis analyzed highwayoverall process situation of highway environmental management, on the basis of construct evaluation index system of the overall process environmental management to optimize the implementation way on the overall process environmental management.As a ecological construction project, highway construction projects did not have systematic and comprehensive evaluation index system and method. Accordingly, this thesis based on the status about overall process environmental management implementationof highway construction project,combined with the characteristics of highway project, considered fromthree stages:prior period, construction period and operation period, highway overall process environmental management system was proposed based on environmental plan management. Using analytic hierarchy process to build four levels evaluation index system of highway overall process environmental management then combine the results of the experts’ advice to define the weight of each index, Research in this thesis perfected and effectuated techniques and methods of overall process environmental management, and also set up the guaranteeing measures.Evaluation index system of highway overall process environmental management as the foundation, according to the weight distribution of each index to analysis effect degree of each index on overall process environmental management. Results showed that the rationality of the project line selection and EIA measures, environmental impact evaluation during operating period have bigger influence on overall process environmental management. In the specific implementation of the environmental management, there are some shortcomings in the above-mentioned aspects in environmental management of the specific way of implementing. Therefore, the optimized implementation of overall process environmental management of highway construction project provide reference base for the follow-up overall process environmental management of the highway construction project. Finally, take a highway construction project in Gansu Province as an example used the evaluation index system to carry on the comprehensive evaluation of the effect of overall process environmental management, Results showed that operation of highway overall process environmental management system will promote the development of China highway and achieve the goal that environmental protection of highway construction project should be harmonious and unified.
