| Industrial wastewater is an important source of pollution in aquatic environment. It contains various pollutants that affect socio-economic activities and human health. China, the world’s largest developing country, has witnessed a high-speed development of industrial economy in the past two decades, which also leads the country into a phase where the amount of industrial wastewater discharge grows fast. Industrial economy is the main driving force of China’s economic growth, while the development of various industrial sectors is an important guarantee of industrial growth. With the vigorous development of industry, disadvantages also emerge in sectors characteristics of high energy consumption, emission and pollution during their development. In recent years, Hunan has been one of the provinces who discharge the highest amount of industrial wastewater containing various types of pollution substance. The province’s economic development has caused serious impact on water environment. It is an important task to solve the current relationship between economic growth and pollutants discharge reduction by finding a way to promote industrial upgrading and optimization and improve the efficiency of energy conservation.The paper analyzes the current situation in Hunan’s economic development and industrial wastewater pollution emissions, based on the proposal of a national policy of building a resource-economical and environment-friendly society and developing a ecological economy, and under a research direction of industrial wastewater reduction effect. The paper optimizes the model of carbon emission in structural adjustment proposed in China Low Carbon Development Report(2011-2012), builds a model of emission reduction of the total amount of industrial waste and a emission reduction intensity model, and analyzes the effect of adjustment of regional economic structure and industry economic structure in Hunan Province on industrial wastewater reduction. Finally, based on empirical results, the paper proposes a solution and development direction for the adjustment of regional economic structure and industry economic structure. The paper points out the need to implement pollution control and emission reduction in an overall social construction of "Four modernizations and two types of society"(New industrialization, agricultural modernization, new urbanization, informatization, and resource-conserving and environmentally-friendly society) by strengthening the industry pollution control and promoting regional industrial upgrading. Advice is also given in the paper to carry out a target-oriented responsibility system with both incentives and constraints. |
