As an important part of energy--oil is the blood of development for the modern industrial, which has been affecting the development of economy in the world. The oil and gas resources from ocean, as an important source of modern energy, have attracted the world’s attentions and recognitions. With the exploitation and utilization of marine oil and gas fields in the world, the design, manufacture, installation and adjustment of the offshore equipment had been got rapid progress at same time.Heavy free-floating offshore crane has a decisive role in the manufacturing installation and commission of marine engineering equipment. And scientific project management in this kind of Engineering Management has a very wide range of prospects in the aspect of application. Because with the development of global economic integration, the competition of the free-floating crane construction market is becoming increasingly fierce, the measures and methods of traditional management cannot adapt to the highly efficient requirements of modern project management increasingly.As the base of the global factory, China has a huge competitive advantage not only in the raw material but also in the labor costs. With the establishment of marine engineering base in the Yangtze River Delta and Pearl River Delta as the core of the center, it is the possible for domestic enterprises to introduce marine heavy free-floating crane project from foreign country. The world-wide financial crisis led directly to shrink further on international trade and shipping transportation market in the world in 2008, the continuous downturn in shipbuilding industry has further promoted the enterprises to transformation of marine engineering project. How to combine today’s theories of mainstream knowledge of project management with the focusing on the construction management process of marine heavy free-floating crane project and methods optimization of project management, the fundamental purpose of this paper is construction of project management plan and the theory of project management which is more relevant and fit for the practice. To this end, the article mainly describes from the following aspects of research:(1) Combining with the actual situation, analysis of the industry scale and the ability of the current marine heavy floating crane, through the investigation and comparison of data of industrial background, review of relevant projects at domestic and overseas, describe the development status of the project management in the industry, summarize the existing current problems and common measures to explain the huge significance of project management in the application of marine floating crane industry.(2) Briefly represent the basic concepts and definitions of project management, introduce the basic theory of project management, and discuss the system of western project management theory. Introduce the universal problems in the process of project management industry.(4) Combined with the process of manufacturing, installation, commission for marine heavy floating crane of A company, Intensive analysis for the organization structure of manpower, machines and equipment arrangement, material procurement process, management and control planning, manufacture environmental influence of project management applications.(5) Explain the implementation plan of the project system management at major processes-the project initiation, planning, executing, monitoring and controlling, and closing.
