Petrochemical industry is the basic industry of national economy, and which plays an important role in the national economy. According to the characteristics of petrochemical industry, petrochemical industry can promote national and regional economic development, while petrochemical industry development will also affect the regional environmental quality. With the construction way of petrochemical projects changing from the decentralized monomer project to the central park, petrochemical projects location has extended from the inland areas to the coastal areas. At present, in the layout plan of petrochemical industry announced by the national development and reform commission (NDRC), all the "seven large petrochemical industry base" during the period "Choices-and Graver Consequences-in" lie in the coastal regions. In the future, the coordinated development of large-scale petrochemical projects and marine environment will become the focus of social attention. Therefore, the environmental impact assessment of petrochemical project marine engineering will become an important basis of petrochemical project administration.At present, the environmental impact assessment research work of petrochemical project marine engineering lies in the initial stage, and the evaluation system is not perfect. In this paper, the related fields and practical application of PSR model at home and aboard were studied. And the assessment system of the impact of petrochemical projects on marine environmental was constructed based on PSR model. Based on the characteristics of petrochemical projects and marine environment and the adjustment of the kernel logic relationship of PSR model, the framework layer was established. After clearly analyzing marine environment pressure, evaluating environmental status and assessing response, the target layer and the criterion layer of the various parts were designed. In the criterion layer, the principles of evaluation index were proposed. The "comprehensive, accurate, maximum quantifiable" control requirements for the choice of index were put forward. Finally, the marine environmental impact assessment system of petrochemical projects based on PSR model was established,80% of evaluation index could be quantified. Then by Dalian Changxing Island Western Petrochemical Park as an example, the index system has be studied.Through analyzing marine environmental pressures of the petrochemical projects, assessing the surrounding marine environment condition and marine environmental impact assessment response of project, the conformance of the logical relationship of the model and the actual has been confirmed, and the meaning of present pressure, state and response could better expressed. Analyzing conclusion, the environmental problems, status and development trend matched with the actual situation. This paper can provide the scientific basis and practical information for Dalian Changxing Island Western Petrochemical Park and environmental protection and management of the projects.
