The Study Of The Building Of County-Level Ecological Civilization System Construction

Since the 18 th National Congress, the construction of ecological civilization has been put on a more prominent strategic position. Owing to it, the Party Central Committee and the State Council has made a series of major decisions and deployment, of which promoting the system construction of ecological civilization is a very important and urgent task. As the saying goes, "Only when the county has been governed well, will the whole world be in real peace", because the county is a synthesis of economic, politics, culture, society and ecologic. County Ecological Civilization Construction has a basic position for national ecological civilization construction, and we must also rely on the system construction to obtain the best results. The problem of the system of ecological civilization in the county area is an important subject which the current theoretical workers and practical workers must face seriously.Marx’s ecological philosophy and the theory of the construction of socialist ecological civilization with Chinese characteristics is the theoretical basis of the research on the construction of ecological civilization system in county area. We not only have created a good policy and regulatory environment for current construction of county ecological civilization system, but also made positive progress in three aspects like the source, the process and the consequence, as well as in public participation, ecological compensation, accountability and performance appraisal system construction. Needless to say, there still remains some remarkable issues in the county system of ecological civilization construction, such as inadequate system design, not strong enough system implementation, and the presence of defects and shortcomings in County Ecological Civilization Construction of the market mechanism and the role of government. Therefore, we must grasp the key requirements of how to improve the system of ecological civilization laws and regulations, be sure of the guiding ideology of the county system construction of ecological civilization, grasp the level positioning of the county system of ecological civilization construction; we must improve the system of ecological civilization from the perspective of basic system, management system, cultural system, public participation system and so on; we must strengthen the construction of ecological civilization in the planning and support, management and supervision, publicity and education, initiative and linkage, so we can provide a solid guarantee for the implementation of the county ecological civilization system.
