The Research On The Plan And Its Index System Of Jinhu County's Ecological Civilization Construction

In the face of the grim situation of serious environmental pollution,ecosystem degradation and resource constraints,our country,which follows the law of development,caters to the people's expectations and undertakes its duty,involves some long-term future plans including the construction of ecological civilization and the promotion of green development into the nation's governance blueprint.The 18th CPC National Congress has brought the ecological civilization construction into the China socialism's Five-in-One overall layout,and let the"Beautiful Chinese "as a goal of the construction of ecological civilization for the first time.This research is of great significance to the Jinhu County's construction of ecological civilization.The county's construction of ecological civilization is the microcosmic main body of the national ecological civilization construction and is the key to solving environmental problems at the present stage.With the plan and its index system of Jinhu County's ecological civilization construction,government can effectively guide the county to improve the ecological environment,perfect the system of ecological civilization construction,and enhance people's awareness of ecological environment.This paper expounds the research background of the ecological civilization,ecological city and eco city index system,and puts forward the research methods and routes combined with research situation at home and abroad.Besides,this paper researches on the theory of ecological civilization,ecological civilization construction plan and the index system in-depth,then it focuses on some theories such as the "social-economic-environment" compound ecosystem,the sustainable development,the low-carbon economy and the ecological civilization.At the end,it puts forward the outline of its construction and the methods and plans of the index program.This paper takes Jinhu County of Huaian city as the research object of county's ecological civilization construction using the methods of literature research,summary and field survey,and establishes the major construction tasks of Jinhu County's ecological civilization construction from three aspects of ecological society,ecological economy,ecological environment and 6 systems' construction of ecological civilization,culture,green and low carbon cycle industry,space optimization,the spatial pattern of livable environment and environmental support.Establishing the ecological civilization system of Jinhu,including ecological economy,ecological environment,ecological habitat,ecological system and ecological culture which can be divided into five categories(34 items and 40 indicators in all),we use the rule "Collection,monitoring,statistics,assessment and operation" by the index of national ecological civilization construction,Jiangsu and Jinhu ecological civilization.Based on the statistical indicators 2013,the dates are composed,which 16 items reach the standard,and 2 items mainly reach the standard.7 items reach general standard while 15 items reach the difficult standard.The total amount of investment is 13,138,000,000 yuan.This paper gives several advises to the ecological civilization construction by the reality of Jinhu county.
