Study On The Construction Of The Ecological Civilization Of The Administrative County In China

As a basic administrative unit, the administrative county has strong autonomyin the process of building ecological civilization. Compared to the higher leveladministrative units, the construction of the ecological civilization of theadministrative county is relatively easy. Compared to other administrative units,taking the administrative county as the basic unit to carry out the constructionof ecological civilization have stronger operability. As an important micro mainbody of building the national ecological civilization, the construction of theecological civilization of the administrative county is the foundation and the keyto the construction of ecological civilization in China. It has an importantsignificance for the realization of national ecological civilization. Therefore, asthe basic unit of ecological civilization construction, the study of the relatedproblems of ecological civilization construction at County level is of greatsignificance. As one of the2856county-level administrative units, Yongxingnow is developing the recycling economy which is oriented to rare andprecious metal recycling and deep processing. Yongxing has become thecountry’s important industrial waste treatment and processing base, and thishas brought a lot of honorary titles for Yongxing. At the same time, Yongxinghas also played an exemplary role renewable resources utilization andecological environment protection. Therefore, that taking Yongxing County asan example to research on county ecological civilization construction overall, isnot only to meet the reality need of the construction of China’s CountyEcological Civilization, but also to enrich the theory of ecological civilizationconstruction, especially for the construction of the ecological civilization of theadministrative county. For the research methods, in addition to the use of theliterature method, field research method has been widely appied in thispaper.In the course of writing this article, a large number of governmentdocuments related to the construction of ecological civilization of YongxingCounty has been refered. Field research has been carried out many as52times and related to21townships of the county, which has offered a largenumber of first-hand information that provides a solid the basis for this paperwriting. Through the analysis of actual condition in the construction ofecological civilization in Yongxing County of Hunan Province, combining toChangzhutan Two-type Society Development Strategy, this paper aims at providing a theoretical and realistic basis for the implementation of the newmodel that making "county" as a basic unit to build ecological civilization. Onthe one hand, by analysing the economic and social conditions of YongxingCounty in Hunan Province on the basis of circular economy characteristics,combining to the Changzhutan Two-type Society Development Strategy, thispaper can help Yongxing County of Hunan Province have further clear ideas ofecological civilization and promote its ecology civilization construction practiceprocess. On the other hand, by taking Yongxing County as an example, thispaper presents the concept that taking the "county" as the basic unit to buildthe ecological civilization, so as to promote the early realization of otherregions in China and the whole country’s ecological civilization.
