Study On Communication System In City Ecological Civilization Construction

With more importance being put in national policies, ecological civilization studies start to become the focus in academy world. Now the construction of ecological civilization research has become a hot area of academic research in contemporary China. In this context, it is necessary to point out important role of the communication system that the information transmission in city ecological civilization construction works through the urban communication system.As a refined branch in the communication related studies, the researches on construction of urban ecological civilization system are more diversity concerning the subjects' constitution. There have been lots of relevant studies on urban ecological civilization in and out of China, yet the studies on its communication system are comparatively insufficient.City is the central stage of human activities. The study of communication system in the construction of urban ecological civilization practically contributes to solving the problems concerning city construction. In another word, this study ultimately serves for the city ecological civilization construction. China has stepped into the stage of rapid urbanization with a ratio of more than 50%, under which background, the construction of urban ecological civilization is apparently significant.In this paper, taking the theory of communication sciences as analysis medium, the author uses the methodologies of literature analysis, cases studies and contents analysis, making a thorough discussion of the major problems of the communication system in the construction of Chengdu's ecological civilization and giving coping strategies.First, this thesis makes explicit explanation of the meaning of urban ecological civilization, the aspects of the ecological civilization construction and the definition of the communication system in urban ecological civilization construction.Secondly the paper makes an analysis of the contents of the urban ecological civilization and finds out the solutions to all the aspects of the problems. Urban ecological civilization construction is a modernized thinking, which is closely related to the reality of environmental damage and the proposal of the idea of sustainable development. The idea of ecological civilization started from ancient China is not the one in modern sense.Chapter three analyzes the formation context of the communication system in urban ecological construction, including the inheritance of the ecological civilization concept in the traditional culture, the promotion of the social transformation on the development model of economy, the eco-environmental problems caused by the urban development, and the adjustment of national development strategy and the changes of media environment.Then taking Chengdu as context, the author analyzes the communication system in urban ecological civilization construction, in which the analysis on contents and effects is made simultaneously with the analysis on disseminator, mass media and embracer. Therefore, there is no chapter specifically focusing on the summary of the contents.Chapter four discusses the elements and characteristics of the communication system of the ecological civilization construction with the explanation of the reasons for choosing Chengdu as a case and the summary of construction model in Chengdu with the specific analysis of the government agency guidance, the participation of the citizens and non-governmental organizations, and media supervision.Chapter five discusses the problems of the implement in the communication system of the ecological civilization construction with the analysis of the reason for it. In general, there are several problems being discussed. First, the lacking of media supervision, which is caused by the economic benefit concerns of media and the limitation of media channels by the authority; second, the excessive management of urban public power caused by the centralization of the powers in the organ of authority which could interfere with scientific planning and policy relying on personal wills; the weakness of the function of supervision system; third, the weakness of the biographical civilize consciousness and the lacking of the awareness of feedback channels of Chengdu citizens, which is caused by the benefits brought by the extensive economic model; fourth, the imperfection of the communication system of urban ecological civilization, leading to the lack of the chances and rights for citizens to understand and participate in the constitution and supervision of policies and laws about it.At the end of the thesis, the suggestions concerning the construction of the communication system in Chengdu's urban ecological civilization development will be proposed, including the constructing ideas, approaches and principles.Chapter six proposes the ideal models for the communication system of urban ecological civilization construction based on the previous analysis, covering the functions of each element, the characteristics of system operation and the problems to avoid. Thereby, this paper put forward the principles, ideas and ways of constructing the communication system of ecological civilization construction. And the construction approach should be carried out from three parts, including the division of the responsibility range of the city authority, the development of the functions of urban mass media, and the guarantee of the communication rights of the urban audience.In this study, the factor which affects the communication system in Chengdu's city ecological civilization construction has been found that Chengdu's communication system is relatively unbalanced in the city ecological civilization construction, which presents a top-down hierarchical trend, resulting in a fact that the media and the audience are always in the bottom. Because of the leading role the city authority, the government bears the major responsibility in the construction. The low economic interest drive and the flexibility of the media and information feedback channel affect citizens' enthusiasm to participate in the construction. The solution lies in balancing the relationship among government, media and embracer. The operation of communication system in city ecological civilization construction, attention should be paid to equality, openness and fairness.
