Research On The Application Of PPP Funds In Ecological Compensation Projects

The ecological civilization construction proposal put forward by the 18 th National Congress of the Communist Party of China promoted the construction of my country's ecological compensation mechanism.In order to realize the long-term sustainable development of ecological compensation projects,this requires a large amount of financial support.However,at present,ecological compensation in most areas of our country mainly relies on national financial funds,and the source of ecological compensation funds is single,which will increase the financial pressure on the government.In order to solve the problem of the lack of funds for ecological compensation projects,it is necessary to explore the establishment of a multi-agent and diversified model.,Eco-compensation system with multi-channel capital investment.The extensive application of the PPP model provides a good direction for the financing of ecological compensation projects.However,PPP projects generally have the characteristics of large investment scale and long operation cycle,while ecological compensation PPP projects generally have the characteristics of low income.At the same time,most of the current PPP projects are financed through bank loans,and the high financing costs have led to the low landing rate of ecological compensation PPP projects and the dilemma of social capital not actively participating.In order to solve the financing problem of PPP projects,innovative financial tools are needed.PPP funding is just one of the effective ways to explore.Public-private cooperation funds can give full play to the guiding role of government financial funds,use government financial funds to use social capital to participate in project investment,and provide sufficient funds for the project.Based on the analysis of the research background and significance,this paper proposes to apply PPP funds to ecological compensation projects.First,analyze the related concepts and theoretical basis of ecological compensation,PPP model and PPP fund,and then combine the current situation and difficulties of my country's ecological compensation fund system,and analyze the advantages and feasibility of PPP funds,and analyze the operating modes of PPP funds.It discusses in detail the three aspects of fund establishment,investment mode,and exit mode,and analyzes the operation mode of PPP fund suitable for ecological compensation projects.In the case part,based on the theoretical analysis and selection of the application of PPP funds in ecological compensation projects,an ecological compensation PPP fund was constructed in the Chishui River Basin,and the financing mode of PPP funds applied to specific ecological compensation PPP projects was designed and PPP was analyzed.The effect of the fund's operation in ecological compensation projects.Finally,this article also puts forward some policy recommendations for the healthy development of PPP funds in ecological compensation projects.Through the research of this article,it is expected that the new financing form of PPP fund can be introduced for ecological compensation projects,and the financing channels of ecological compensation projects can be expanded.
