| At present,the oil spill pollution related to the marine ecological compensation theory system has not yet formed.The existing research mainly on the implementation of the principle of marine ecological compensation problems and the necessity and the overflow of marine ecological compensation of oil pollution in the implementation are discussed in this paper,study on the factors of subject,the ecological compensation mechanism of marine oil spill pollution on the object,standards and ways of dispersion in different scholars,the lack of study on the system of marine oil spill ecological compensation mechanism.The sea is an important resource for the future development of the position of coastal countries,although China has always insisted on the protection and development in recent years,however,due to frequent oil spill,ecological and environmental conditions in coastal waters go from bad to worse,especially the ecological problems of fishery resources in the area is still prominent,the practice of marine ecological compensation in China has not really range expansion.Marine pollution accident damage compensation is only one aspect of marine ecological compensation,ecological compensation,but not all.In China,marine ecological compensation is a relatively new research field,the theory of reserves related to serious shortage,mainly concentrated in the areas of marine engineering,marine engineering,less concerned about the overflow of marine ecological compensation related to oil pollution,so the level of the existing theory is difficult to guide the practice,let alone solve practical in the condition of the problem.Therefore,one should be in the marine ecological compensation main oil spill object,means and standards and other issues are discussed,on the other hand,the marine ecological restoration and restoration should be further study.At the same time,it should establish and perfect the marine ecological compensation laws and regulations,expand marine ecological compensation levy scope,the establishment of marine ecological compensation funds management system. |
