Research On Ecological Compensation Legal Countermeasures In Hexi Region Of Gansu Province

The party’s 19 major will "strengthen the green mountain is the consciousness of jinshan yinshan" as one of the main tasks for the future work of the party and government,the newly revised constitution also clarifies the importance of ecological civilization construction,the construction of ecological civilization is regarded as a "Millennium Project" for the future social development of our country.In the process of social and economic development in the future,environmental protection needs further efforts,the construction of ecological civilization will take a new step.The proposal of the main functional area,it is aimed at the protection measures for the disorderly development of our country’s territorial space,the dissipation of natural resources and the serious damage of the ecosystem,in view of the different functions of the ecological space,identify the different ecological roles in each space.Ecological compensation maintains the ecological environment through various means,protect ecosystems,it plays an indispensable role in the construction of ecological civilization in China.The main function area ecological compensation can better mobilize the enthusiasm for ecological protection and construction,it helps to coordinate the ecological problems caused by social and economic development.This paper is based on the Hexi region of Gansu province,using the domestic and foreign research of the existing theory and method,legal countermeasures for ecological compensation in main functional areas of Hexi area are put forward.The first part explains the concept of ecological compensation,the connotation and type of the main functional areas,the theoretical basis of ecological compensation in the main functional areas,and the ecological compensation should be adapted to the internal needs of the main functional areas.The status of ecological safety barrier in the planning of main functional areas in Hexi area is expounded.The second part analyzes the reasons for the weak effect of ecological compensation in Hexi area from the current situation and existing problems of ecological compensation in Hexi area.The third part describes the practice of domestic and foreign ecological compensation and its inspiration.The fourth part puts forward the legal countermeasures for the ecological compensation of the main functional areas in Hexi area.
