Land is the basic condition for human survival, and the ecological security of land is closely related to the survival and development of human beings. The healthy and stable land ecosystem is very important to ensure the national food security and the sustainable development of social economy. Chinese is implementing the development strategy of "The Belt and Road", Xinjiang has become the core area of the Silk Road Economic Zone construction. However, Xinjiang economic development of the land ecosystem is fragile, in recent years, the excessive development of land resources makes the land ecological security problems have become increasingly prominent. Land ecological environment has become a bottleneck restricting the development of economy and society, the establishment of land ecological security system to ensure the sustainable development of regional economy and society has become the implementation of the "The Belt and Road" strategy is an important issue to be considered and solved.This paper use Xinjiang as the research object, from four dimensions of land resources quantity security, quality and safety, structural safety, safety guarantee to build the evaluation index system of land ecological security,using improved catastrophe progression method for 2004-2013 Xinjiang land ecological security to make dynamic evaluation. Determine the evaluation index weight using entropy coefficient and the obstacle degree of each layer is calculated by the obstacle degree model, diagnose the main obstacle factors of land ecological security in Xinjiang. Finally, the countermeasures and suggestions are put forward based on the analysis of the evaluation and the diagnosis results. Research results show that:(1) From the overall trend of the study period, the land ecological security in Xinjiang increased during the period of fluctuation, experienced the development process of "unsafe, more unsafe, critical security”.(2) From the point of view of each dimension, quantity security level rising in fluctuation, through the process of the development of "safe, less safe, is safety, criticality safety"; quality and safety level is present "N" type change trend, through the development process of "not safe, less safe, unsafe, criticality safety"; the safe grade of the structure has been in a downward trend, experienced the developing process of "safety, criticality safety, relatively unsafe; security level in the rising trend, through the developing process of"safety, less safety, criticality safety, safer ".(3) The land ecological security assessment of the various indicators of the barrier factor of Xinjiang: first, the criteria layer barrier factor. The primary barrier factor for 2004-2011 is security, and the primary barrier factor for 2012-2013 is structural safety. Second, factor layer barrier factor. The main obstacle factors of 2004-2011 are the control ability and resistance ability, the main obstacle factors of 2012-2013 are the land use structure and the quantity of natural resources. Third, index layer barrier factor. From 2004 to 2008, the main obstacle factors of the index layer are: forest coverage rate, unit area agriculture, forestry, animal husbandry and fishery production value, unit of farm machinery gross power, industrial wastewater discharge compliance rate, per capita net income of farmers, environmental pollution control investment accounted for the proportion of GDP. From 2009 to 2013, the main obstacle factor index layer are: per capita forest and grassland area, the construction and the proportion of land area and unused land area proportion, unit farm machinery total power, industrial wastewater discharge compliance rate, environmental pollution control investment accounted of GDP.
