| When it comes to winter, the ash haze weather appears across the country at different degrees, especially in northern cities. This kind of weather poses great threat to the environment thus damaging people’s health. The coal-fired heating pour a large volume of sulfur dioxide, nitrogen oxides, dust and other pollutants to the atmosphere, resulting in a serious impact to environmental air quality. It is not economic to improve the filtration technology simply, so controlling the source discharge is a method to be explored. As the main source of coal, suppliers’ coal quality should be the guarantee of pollutant emission control. As the purchaser, public sector should consider pollutant emission and environmental regulations when economic performance is considered. It can not only reduce the environmental pollution but also raise public environmental awareness. Besides, in order to solve the corrupt behavior in the public procurement and asymmetric information between supplier and purchaser, an open, transparent, normative and high-efficient supplier selection model should be set up. In recent years, the government has launched a lot of policies about green procurement, increased proportion of green purchase and intensified the administration of green purchase. Green procurement, sustainable purchasing, green supply chain and other related research have gradually become one of the study focuses in the current academia. Thus, on the basis of the characteristic of public procurement and principles of supplier selection, this paper set up supplier evaluation index system for supplier selection in coal-fired heating procurement. This paper explored methods for supplier selection under the consideration of pollution discharge, which can make decision makers’choices more scientific, improve the fairness and assist public sector to make decisions.Based on the summarization of the current research stage of related theories, this paper carry out further research for supplier selection in coal-fired procurement from views of multi-attribute auction, inventive compatibility of payment mechanism, data envelopment analysis and structure entropy weight. The attributes for supplier evaluation are selected after deep analysis of public purchase feature. Two models are built based on multi-attributes auction and data envelopment analysis.In order to solve problems of egalitarian social welfare in auction, asymmetric information between supplier and purchaser, emission intensity of purchased product, and the determination of attribute weight, a model based on multi-attribute reverse auction is presented. This model adopts structure entropy weight method, which is a combination of qualitative and quantificational methods, to determine weight vector, then the utility function is used to rank suppliers. To protect the purchaser’s profit form the false information that provided by winning suppliers, the incentive compatibility is introduced into the payment mechanism. The second model takes the envelope theory as a foundation. This model can overcome the problem that weight vector is calculated subjectively, and it can also resolve the problem of pre-determined utility function. In this model, pollution type attributes are considered as undesirable outputs, and supplier evaluation is converted to the efficiency evaluation of decision making units. Finally, the practical calculation and analysis show that these two models are both feasible and effective to solve the supplier selection under the consideration of pollution discharge. |
