Traditional security management is an important means of enterprises to ensure safety in production, however, with the development of safety science, people have realized that only improve the quality of people’s safety culture and to reach the essence of enterprise security. Construction of enterprise safety culture become a kind of new method of safety management, utilizing the means such as education, rewards and punishment, to change employees unsafe acts and make up for the inadequacy of traditional security management methods. Along with economic development, the competition between enterprises is increasingly fierce, the development of safety culture can improve the competitiveness. Understand its own safety culture status and level in the industry, will be conducive to the construction of enterprise safety culture.Data envelopment analysis comparison and evaluation the evaluation objects based on the comprehensive analysis of input and output. By comparing with other enterprise safety culture, in order to understand target enterprise in the industry the present situation of the safety culture, promoting the construction of enterprise safety culture. In addition, both at home and abroad the method used to evaluation enterprise safety culture mainly focus on qualitative analysis, quantitative analysis remains to be explored. Data envelopment analysis method is a kind of qualitative analysis method.This article is based on data envelopment analysis method to analyze enterprise safety culture. The research content is as follows:1、On the basis of previous studies, this paper established a set of data envelopment analysis index system including input index and output index.2、Quantitative safety culture indicators. Through the checklist scoring method, to add score index value and operation level, achieve the goal of quantitative indicators.3、13 of the oil industry enterprise safety culture with data envelopment analysis, are classified into DEA effective and non DEA efficient enterprises. DEA efficient enterprise safety culture construction level is higher. According to the projection value put forward improvement measures of non DEA effective enterprise. Shows that many of China’s oil industry enterprise safety culture is still in the phase of by compulsory means to achieve security objectives.
