Abstract/Summary:
Since the 2008 US financial crisis, the world economy as a whole gets in a rapid decline and slow growth phase. Under such conditions, for some developing countries, economy transformation is the only way out. September 2009, the Shanxi provincial government assessed the situation and took advantage of the weak world economy, introduced the policies of reorganization and integration coal resources in Shanxi. At the end of the same year, the CPC Central Committee of the State Council made “Shanxi as comprehensive reform pilot area of coal economy”. At the end of 2010, Shanxi’s coal resource reorganization and integration policies were promoted and implemented to other coal provinces. The core purpose of Shanxi’s coal resource integration is to enhance the industrial concentration, improve the single well production capability and equipment level of mines, achieve high production and efficiency of mines, reduce and eliminate coal mine production accidents, protect the safety of miners’ lives and properties. However, from 2009 to 2013, just five years time, many serious coalmine accidents occurred in succession. These accidents brought great losses to people, and raised the social concern of miners’ safety. How to avoid and prevent the occurrence of major coal mine accidents has became to a priority of economic theorists and coal industry, the relevant government departments are even more worried.This article uses the issue above as the research object, followed accident causation theory, risk management theory and emergency management theory. At the beginning of this article, the author introduced in detail about the occurrence mechanism of four categories of major coal mine accidents, and established theoretical models of four major accidents correspondingly. Then, based on the analysis of the four major accidents theoretical models, built the basic coalmine accident prevention and control theoretical model. Next, the article use SM company’s A mine as an example, built a major accident prevention and control technology system of mine based on the major hazards, safety pre-evaluation recommendations of A mine and according to the basic theoretical model of major coal mine accident prevention and control. Also, built the major accident prevention and control management system, based on the experience of major coalmine accidents that have occurred and strengthen the weakness of causes of major accidents. The dual-control model of this article intended to first focus on analysis of the technical aspects, and then finds management and social factors of traditional coalmine major accident prevention and control system. Then use it as a base to propose that should strengthen the dominant position of management in major coalmine accident prevention and control system, and point out that the technical support is void without management, the techniques are inefficient without management. The functions of technology is to help people to do things right, the functions of the management is to help people to do right thing, and avoiding major coalmine major accidents is the result of people correctly do the right thing. As a result, management and technology are indispensable, there’s no distinction between them, and must condominium. At last, described how to effectively implement the management prevent and control system, and pointed out that team-building and corporate culture building are the core starting points.
