Research On The Optimization And Adjustment Of My Country’s Environmental Fiscal Policy Tools

In the new epoch,Chinese environmental situation is worrying,and environmental problems have affected people’s yearning and pursuit of a better quality of life.Environmental protection and governance are inseparable from government intervention and support due to their own externalities and public characteristics.The government should occupy an important position in the process of environmental governance,environmental fiscal policy tool is an important means for the government to carry out environmental governanceFrom the perspective of effective governance of environmental problems,based on environmental policy tools,this paper interprets that fiscal policy tools with environmental governance and protection functions are an important means for the government to carry out environmental protection and governance,and focus on sorting out and clearly showing the current environmental finance in my country.The evolution and system structure of policy tools,on this basis,summarizes the effects of my country’s fiscal policy tools,and puts forward suggestions for optimizing and adjusting environmental fiscal policy tools for the problems existing in the current environmental fiscal policy tools,which is conducive to the Promote the completion of environmental protection and governance goals.Specifically,this is paper firstly divides environmental fiscal policy tools into two categories: “expenditure type” and “income type”,namely environmental fiscal expenditure type policy tools and environmental fiscal revenue policy tools.discussed,respectively analyzed the mechanism of the impact of two different policy tools on the environment,and systematically summarized the development process of my country’s fiscal policy and the important role played by fiscal policy tools in environmental governance,indicating that the need for fiscal policy tools in environmental protection and governance.Then,through the analysis of the current situation of my country’s environment and the actual application of my country’s environmental financial policy tools,combined with the relevant literature found in the search,this paper explores the current environmental pollution in my country,and systematically summarizes the achievements and existing problems in the process of using environmental fiscal policy tools in my country.Finally,through the overall review of the article,combined with the experience of western developed countries in the use of environmental fiscal policy tools in environmental governance,in view of the problems existing in my country’s current environmental fiscal policies,from improving environmental fiscal expenditure policy tools,improving environmental fiscal revenue policy tools,improving environmental fiscal revenue policy tools,optimizing suggestions are put forward in four aspects: strengthening policy coordination and improving laws and common governance mechanisms,and then promote the optimization and adjustment of my country’s environmental fiscal policy tools.
