Agricultural Non-point Pollution Control Direct At Agricultural Materials Enterprise Based On The Extended Of Producer Responsibility

With the development of modern agriculture,agricultural production to the inputs such as pesticides,fertilizers,agricultural rely more and more high,and highly toxic pesticide,chemical fertilizer,agricultural mulch non-biodegradable the damage to our country agricultural environment is more and more big.These environmental problems are becoming more and more important to the health of human beings,which has limited the development of agriculture to a certain extent.Agricultural activities involve agricultural materials upstream raw materials supply and involves the use of agricultural products and agricultural production downstream chain waste recycling,different link needs to take different environmental economic policy.Therefore,the control of agricultural non-point source pollution needs to be specific,actualized and targeted to the environmental economic policies of the responsible subject,and finally can form an integrated environmental economic policy system.Extended Production Responsibility,as a preventive environmental guideline and concept,has been accepted and adopted by governments and implemented.Among them,the research and application of some western developed countries are mainly concentrated in the field of industrial pollution control,such as the elimination of waste electronic products,motor vehicles,the environmental impact of packaging items such as waste,waste.The existing economics literature on EPR system for industrial solid waste management has a lot of work,but so far,still lack a kind of applied to agricultural pollution control research.Therefore,based on the review of previous literature,this paper firstly investigates the incentive mechanism of EPR policy tools on the treatment of agricultural non-point source pollution according to the specific properties of agricultural non-point source pollution.Then,from the two aspects of non-recyclable agricultural non-point source pollution control(source control)and recyclable agricultural non-point pollution control(end treatment),building economic models respectively,and analysis in the process of agricultural non-point source pollution control,EPR policy tools under different market structures responsible for pollution control of agricultural materials enterprise incentive effect and the implementation of the EPR policy tools impact on social welfare.Thesis research results show that for the governance of agricultural non-point source pollution,when implementing a single EPR policy tools,only under the perfectly competitive market,the policy to make the social welfare level to achieve the optimal effect;When implementing EPR policy tools,policies can achieve optimal levels of social welfare under any market structure.In the treatment of non-recyclable source pollutants,different incentive policies are implemented for agricultural enterprises and third party recycling enterprises,resulting in different governance effects.
