With the development of society up to now, ecological issue and environmental crisis caused by the disharmony between human beings and nature are exposed in unprecedented severity. Since human beings have been ignoring the laws of nature, modern industrial civilization not only created enormous corporal wealth, but also led to the reducing of environmental carrying capacity and deterioration of environmental quality, causing a more and more acute contradictory between human and nature, which has become one major issue of the development of human society. Ecological environment issue is of great significance because it is closely related to the human benefits and can directly influence human survival and developmental rights and interests. Environment right is the birthright of human beings, including having clean air and water, safe food, and good producing and living conditions, which are the important content and parts of human rights and necessary for human life. Therefore, as the representative of public power, the government has the responsibility to manage the environment pollution like hazy weather to safeguard the citizens' rights and interests.Nowadays, the condition of ecological environment in China is very stern. Under the background of quick development of urbanization, China is facing the threat of hazy pollution, which seriously violates Chinese citizens' environmental rights and interests. Hazy pollution not only does harm to human's body, but also causes a negative effect on society development. Facing such a hard environment problem, it becomes the key point in the development of current society that the government should take timely measures, perform its duty, and correct the problems in the environment governance, which is exactly the significance and purpose of the research.This thesis is divided into six chapters. Chapter one is introduction, which states the research background, significance, and relevant literature on hazy management and government responsibility at home and abroad. The second chapter expounds basic theories supporting the current study, including the concepts, connotation, and content of government responsibility, environment theory, economic theory, and governance theory involved in the research process, on the basis of which the author analyzes the necessity of government managing haze. The third chapter is the main content of the thesis, which contains the achievement and deficiency of government in the process of managing haze. Chapter four analyzes experiences of haze governance abroad, discussing the practical experience of the United Kingdom, America, and Japan in governance of air pollution, so that the author can conclude the implications of environmental governance in China. Chapter five proposes feasible ways to intensify government responsibility in haze management according to the problems and the experience abroad in haze management. The last chapter is conclusion, which gives a generalizing summarization on the entire research.
