Research On Basin Ecological Compensation Modes And Policy Of Government Leadership And Hematopoiesis

The extensive mode of economic development benefits for our country but also causes serious water pollution,the conflict between the basin upstream and downstream is becoming increasingly sharp,The nationwide deterioration in the basin environment highlights the importance of basin ecological compensation,and the basin ecological compensation is of great significance for the elimination of negative externalities,the achievement of fairness between the basin upstream and downstream and building a harmonious society,It Is the key to coordinate the conflict of interests between the basin upstream and downstream,which becomes a hot topic at home and abroad in recent years,and has made some achievements,but our research on compensation model which is an important part of the ecological compensation is less,Our ecological compensation is still at a low level of “makes the blood”-style basin compensation mode,and the research on basin ecological compensation models of government leadership and hematopoiesis is almost empty,while the basin ecological compensation models of government leadership and hematopoiesis can achieve a win-win between compensation and development and make the ecological compensation effects enduring.Based on the status of water environment in China and thebasin ecological compensation of existing research,this paper attempts to do some research about the basin ecological compensation models of government leadership and hematopoiesis,The author proposes the basin ecological compensation models of government leadership and hematopoiesis is the model which is suitable for China's current situation and can achieve long-term compensation,dividing it into five modes,namely BOT model,ecological economic model,compensation trade pattern,the rental model and franchise mode,choosing nine factors which is legal mechanisms,policy support strength,supporting conditions,funding conditions,the level of labor,product sales conditions,natural endowments and environmental requirements of the basin upstream and downstream as the variables that effect mode selection,Using questionnaires,interviews,Logistic regression and other research methods to analyze the influencing factors of each mode and the specific applicable conditions,and policy suggestion about the basin ecological compensation models of government leadership and hematopoiesis is put forward on the basis of the studies.Finally,Taking FenHe Basin as the implementation of the object,we analyze the problems of Fen He Basin Ecological Compensation Mode,We also discuss the specific choices of basin ecological compensation models of government leadership and hematopoiesis in different areas of FenHe Basin.The innovation of this paper is the author chooses compensation mode which is an important part of basin ecological compensation to do some specialized research,combining with compensation models of government leadership and compensation models of hematopoiesis,putting forward the concept of basin ecological compensation models of government leadership and hematopoiesis,and using SPSS21.0 statistical software to analyzesurvey data with the method of logistic regression analysis,getting the influencing factors and the specific applicable conditions of the basin ecological compensation models of government leadership and hematopoiesis.Thus this paper is helpful for the building and practice of the basin ecological compensation models of government leadership and hematopoiesis.
