Coordinating the ecology with the economy construction is the core question to realize the Yangtze basin scientifical development.Historical development clearly confirmates in several dozens year:upstream ecology and economy synchronized development,not only is very important to the Yangtze valley comprehensive, coordinated, the sustainable development, but also has the important strategic sense to the national ecological security and the economical society.But the Yangtze basin upstream,which takes the downstream the lifeline,the entire basin ecology barrier and the national ecology main center, has constructed the massive hydraulical engineering project and has carried on the difficult project immigration.It causes the ecological environment destructed and the upstream ecological security to be threaten.Upstream has lost the develop economy opportunity.The economical development falls behind seriously the downstream.But the downstream and the country,which take the ecology and the economical beneficiary, must makes the compensation to the upstream payed ecology cost and the sacrificed development cost.This question could not be solved to hinder the upstream ecology and economical coordinated development directly.It also will be certainly restricted factor to promotethe entire basin sustained development and realize the national overall situation strategy.As a result of the upstream ecological environment's violent importance,the research of government-oriented ecological compensation mechanism of the Yangtze River basin is for the purpose of realizing the ecology and economical coordinated development,the upstream and the downstream benignity interactig, promotting the region balanced development, maintainig the region fair to provide the theory support and the practical exploration pattern.This article grasps present situation of the domestic and foreignal ecological compensation research.It has carried on the limits to the ecological compensation's concept.In profiting from the foundation of the sustainable development theory,the public product theory,the exterior innate disposition theory,it has analyzed the Yangtze basin ecological compensation mechanism.After comprehensively summarying and analysing overseas government ecological compensation experience,this article specifically elaborates the characteristic of Yangtze basin ecological environment and economic development and overall analysis the reasons of Yangtze basin ecological environment and the economical development to change.This article proposes the ways of government-oriented Yangtze basin ecological compensation mechanism construction.The cores of the paper has two parts;The first is to limit concept connotation of ecological compensation,analyze government-oriented Yangtze basin ecological compensation mechanism,study the characteristics of the Yangtze basin ecological environment and the economical development,study the changed reasons of the ecological environment and the economical development;Second is to study the way of government-oriented Yangtze valley ecological compensation,propose"the responsibility compensation"of the central government,"the voluntary compensation"of the basin area border government,self-compensation of local government and so on three kinds of compensational ways.thus,this article has established the machine-made frame of the Yangtze basin ecological compensation.This article has provided the reference for the government-oriented Yangtze basin to establish ecological compensation mechanism.
