Research On Evaluation System For Resources And Environmental Carrying Capacity In Anhui Province

In recent years,resources and environmental carrying capacity(RECC) has become a hot area of research at home and abroad. After China’s National Main Functional Area Planning issued and the Construction of Ecological Civilization putted forward,resources and environmental carrying capacity was officially written into "The Decision on Major Issues Concerning Comprehensively Deepening Reforms "at the Third Plenary Session of the 18th CPC Central Committee,that China should"build monitoring and early-warning mechanisms for RECC".The premise of building monitoring and early-warning mechanisms for RECC is to evaluate the regional RECC scientifically. Carry out the research on evaluation system for RECC in Anhui Province in favor of fully understanding the current situation of Anhui’s resources and environmental carrying,that we can overall planning of the resources and envionment in Anhui Province,for the rational development and utilization in a proper range.At the same time, it is also advantageous to ease the contradiction between the resources environment and the social economy in Anhui province,protect the resources environment, promote the development of social economy in Anhui province,improve the people’s living level.First of all,this paper briefly described the background of research on REC;analyzed the significance of the research;reviewed the progress separately about resources carrying capacity,environmental carrying capacity,RECC at home and abroad;putted forward the research content,technical route,innovation and insufficiency in this paper.Secondly,sorted out the relevant theoretical knowledge about RECC.After generalizing the concept and content of RECC,analyzed the relationships separately such as RECC and theory of sustainable development,RECC and main functional area,RECC and construction of ecological civilization.Thought that this research meet the requirements of China’s social development.On the other hand, comprehensive analyzed the current situation in Anhui Province from resources environment and social ecnonmy,summarized the existing problems about the resources of land,water,mineral,regional development,management system,financial,social structure, social values and so on.To provide reference value for constructing the comprehensive evaluation system of RECC in Anhui province.Thirdly,on the basis of above basic theory research and analysis of current situation and problems about RECC in Anhui province, selected 30 evaluation indexes,constructed the comprehensive evaluation system of RECC in Anhui province from natural resources carrying capacity(NRCC), social economy carrying capacity(SECC)and environmental carrying capacity(ECC) three aspects,this part is the focus of research in the text.Then,choosed Hefei city as an empirical analysis, comprehensive evaluated its RECC of 2009-2013.During the evaluation,scored for each evaluation index by Anhui’s main functional area planning requirement development positioning,used AHP model and Excel to calculate the each weight,comprehensive calculated the evaluation results finally.The evaluation results showed that:(1) in general,RECC in Hefei city of 2009-2013 became from moderate to weak,showed a downward trend,which decreased rapidly during 2010-2011,2013 slightly improved; (2) from the mutual influence of each index point of view,the decline of RECC in Hefei city was mainly due to 2009-2013 the downward trend in natural resources carrying capacity and environmental carrying capacity, respectively by the medium and strong to weak,it means that improve resources environment need to cause enough attention,however,social economic carrying capacity in Hefei city of 2009-2013 was rised up, from the previous weak to medium, in line with the development location of Anhui’s main functional area.According to the comprehensive evaluation results of RECC in Hefei,putted forward the reasonable countermeasures and suggestions from the aspects of mechanism, economy, population and so on,in order to improve RECC in Anhui province and promote the sustainable development of Anhui province in the future.Including:1.publicity and education,transformate the social concept of each layer; 2.overall planning,create the sharing mechanism for RECC in Anhui province;3.transparency of information,perfect the publicity mechanism for RECC in Anhui province;4.joint prevention and control,perfect the accountability mechanisms for environmental protection in Anhui province;5.maintenance for rights and interests,perfect the compensation mechanism for RECC in Anhui province;6.flexible management,perfect the incentive mechanism for RECC in Anhui province;7.population control,improve the quality and level of urbanization in Anhui province;8.personnel construction,absorb and cultivate professional personnel actively;9.threshold setting,creat the early-warning mechanism for RECC in Anhui province.
