With the worldwide shortage of resources and the deterioration of environment, the concept of sustainable development was been proposed, and was quickly been accepted as a global consensus among all countries. After 30 years of reform and opening up, China made remarkable achievements in economy, however brought serious problems of resources and environment as well. Bohai Rim region as one of the three leading Economic zones in China, the conflict between regional economic development and the environment is becoming serious. To adjust the direction and pattern of regional economic development, it is very important to appraise the carrying capacity of resources and environment, and taking a quantitative evaluation is the key.It started with the basic concepts and features of resources and environment system in this paper, took the basic principles of physics and dialectics as the direction of the carrying capacity evaluation. Then from the material and spatial dimensions, it selected the models of material flow analysis and the ecological footprint analysis as the basic methods. After combing the models' basic philosophy, key concepts and the general evaluation steps, a new evaluation system was created by integrating the two. It was been used for the quantitative assessment on the resources and environmental carrying capacity of Bohai Rim region.The main part of the evaluation method is an index system based on the general material flow analysis. It selected 10 Indexes which have the most significant pressure on resources and environmental systems, and created a pressure evaluation system which composed of three levels. Finally, it was used for measuring the resources development pressure index, the environmental pollution index and the integrated pressure index of every single province. Taking the differences of space composition and environmental carrying capacity grade between different provinces in consideration, it added the carrying capacity calculation method of ecological footprint model into the process of pressure index measurement. According to difference of space composition of different provinces and cities, the standard carrying space of them were calculated and eventually used for measuring the regional resources and environmental pressure index.By using this method, it figured out and sorted the resources and the environmental carrying space, the material flow, the intensity of environmental pressures, the support capacity for economic development of regional environment and the resources and environmental efficiency in the year of 2006. After calculation, it was found that the talent of resources and environmental carrying capacity was mainly determined on the composition and ecological capacity of local space. Meanwhile the regional resources development and environmental pollution intensities were depends on the region's economic structure and mode of development. To the provinces and cities in the Bohai Rim, the indicators showed that: Tianjin was absolutely in a bad resources and environmental state; Liaoning had a good potential in resources and environment carrying capacity; Beijing and Shandong's endowments of of resources and environmental carrying capacity were good, however the resources and environmental securities of them were a little bit low. Hebei and Liaoning's economic development consumption of resources and environment should be reduced. Meanwhile the water scarcity is a common bottleneck within the region.
