The Media Construction Of Waste Incineration Project—Based On The Theory Of Risk Society

When technology constantly advances under the guide of human intelligence, and social politics, economy, culture constantly develop, the risk is quietly coming. Since the differences between environmental risks and social risks are shrinking and tend to integrate, the media construction of risk is very important.The disposal of urban waste is an issue that we must face. It seems to be common,but in fact it's closely related to everyone. Some projects which can both deal with rubbish and create new energy from the perspective of government, have repeatedly been resisted by the public, leading to mass incidents. Based on the theory of media construction, this study focuses on the projects of waste incineration for power generation with the method of literature review and content analysis.First, allowing for the limitation of domestic reports of waste incineration projects,the author analyzes the project step by step. Secondly, based on the risk of society theory,the author investigates how different kinds of media(the official media, commercial media,public media) report the risk presentation, risk identification, risk construct attribution,risk management of the project. Thirdly, based on framework theory, the author tries to present the common framework and framework changes used in the construction of the project by media.The study finds that the official media has responded to risk instead of avoiding risk based on careful risk expression, and has identified the controllability of project risk and emphasized the positive influence. However, there isn't a specific target which is responsible for the risk. Great degree of differences exist among different commercial media in different regions. Information is derived from various sources with the competition between negative information and positive information. Unfortunately, no one wants to take the responsibility. In the era of public media, everyone is a witness to therisk with the special representation of risk, becoming the important supplement to the truth of the risk.In terms of framework, the official media changes from a single framework to an integrated framework, from the framework of risk communication to that of risk attribution and management. Within the framework of integration, certain framework of commercial media highlights in some stages. Sina micro blog focuses on risk expression,coexisting with risk science.
