Study On ASEAN Disaster Management

People in ASEAN regional is all along suffering from major disasters as earthquakes,floods,epidemic,volcanoes,typhoons and so on,some secondary disasters,such as landslides,disease,riots always make things worse.ASEAN members are mostly low-income or lower-middle-income countries,that resulted in their limited resilience.Every year,they have to bear not only huge disaster losses of population and economy,but also far-reaching social and environmental impacts.It is fully aware of this,ASEAN is quite concerned about disaster management since its establishment.However,constrained by multiple factors,the ASEAN Disaster Management development is not linear incremental.In the 1980s and earlier,taking into account the transportation safety issues,ASEAN has developed a number of mechanisms to deal jointly with the crash of shipwreck.The 1990s is a dull period for the ASEAN Disaster Management,because of the very slow pace of development,if the achievements of environment field is filtered out.In the 21st century,ASEAN has yielded fruitful results in the disaster management.Promoted by the building of the ASEAN Community,supported by the international community,the ASEAN Disaster Management has achieved rapid development because of the previous major natural disasters.However,by the macro analysis of quantitative and the micro analysis of qualitative,it can be seen clearly that the ASEAN Disaster Management still has a large space which should become more perfect.Disaster research,mechanisms,mitigation and prevention,recovery and reconstruction,partner management and some other aspects all need further enriched and improved.ASEAN will complete the first phase of the development goals by 2015.In order to pursue further development,ASEAN should pay full attention to the following aspects:improve the disaster research system,optimize the management mechanisms,improve the disaster reduction and disaster prevention,conduct the preparedness and response process,deepen the recovery and reconstruction responsibilities,promote the international cooperation in a more scientific way.Only increase investment of human and material resources in these aspects,can ASEAN realize the further development of disaster management in the future.
