Research On Disaster Prevention Management System Of The Government In The New Period

China is not the only one of the countries which is suffering most serious disasters inthe world, but also the speed in loss of disasters is increased more rapidly with theincreased technology’s progress and human activity extended. In planning economy times,China’s disaster management system played a great role and gained an outstandingachievement. However, its drawbacks and shortages are more obvious along with theopening-up and disaster reduction’s development. To reform the disaster managementsystem cause more and more people for concern.Although natural disaster is inevitable, but accompanied by the process of science andtechnology is uninterrupted, human continued to find out formation mechanism and theevolution mechanisms, particularly in long-term practice of disaster prevention, disasterpreparedness and disaster reduction. We have gradually formed a mature managementmechanism of emergency on natural disaster. But there are also many flaws anddeficiencies on mechanism of emergency, so we can seize the opportunity to think theproblems on mechanism of emergency, and have a comprehensive analysis of presentmechanism of emergency.First of all, this paper introduced the relative knowledge about the disaster and disastermanagement theory. Then it discussed and analyzed the disaster management system inAmerica and Japan, summarized their situation and characteristics.Further more, this paper introduced the development of our country’s disastermanagement system and our legal system. Pointed that our country’s single disastermanagement system is already dissatisfy with the needs of the economic and socialdevelopment, the disaster legislation is lack of the basic law of the most level nationalintegrated disaster mitigation.Finally, being based on the all the factors discussed above, conclude some apocalypsesto our country from American and Japanese disaster management. More over, the papermade some suggestions, it considered that our country should perfect the community-baseddisaster management system, establish and improve the Chinese legal system for disastercountermeasures, strengthen the management of relief funds and materials, perfect ouremergency command system, strengthen the construction of community managementsystem of disaster prevention and mitigation, attaches great importance to the early warningsystem, improve the mechanism of emergency management coordination linkage.
