Recent years have seen the exploding demand of chart GIS,but there is few study of symbolization of it.With the rise of mobile GIS,the multi-platform application of marine GIS is imperative.So it is meaningful to develop a basic development platform based on electronic chart which can cross platform.Relying on "Maritime Oil Spill Response System" project,this paper uses GDAL and GeoServer to parse and symbolize S-57 chart,and builds a chart GIS which can cross PC,Android and iOS through combining HTML5,Web APP,.NET MVC with three-tier architecture and Openlayers3.The main research work is as follows.(1)The research on S-57 chart parsing and format conversion using GDAL is carried out.A command is formulated to solve the problem of batch conversion based on IHO S-57 format and GDAL.(2)The symbolization method of S-57 chart in SLD is proposed.After the feasibility analyzing,symbolizing rules of several typical chart elements are respectively formulated.Overall considering the applying effect and workload,commonly used layer lists are summarized and the render effects is compared.(3)Automatic publishing process of S-57 chart is constructed and realized by developing GeoServer in source level.The GeoServer data directory and architecture are studied and customized to publish S-57 chart automatically.(4)Cross-platform chart GIS(CPCGIS)is developed on open source WebGIS and HTML5.With the tested open source map engine Openlayers3 and.NET MVC of three-tier architecture,a common development platform for analysis and management systems which are based on chart(named CPCGIS)is developed,which complies with the principles of mobile first and responsive web design.(5)Practicability of CPCGIS is tested by building a prototype system for trend forecasting,through realizing some basic functions like flow field loading,wind loading,user image loading to examine the actual results.
