The Design And Implementation Of Shanxi Province Meteorological Measurement Business System

With the development of automatic weather stations in Shaanxi province,the number of automatic weather stations at all levels and the workload of metrological verification are growing exponentially,problems of measurement information become increasingly acute.At present,there is no uniform database for measurement work in the province,the municipality and also the county,information management of metering data is difficult to realize,which can't meet the requirements of measurement work intensification and standardized management,therefore,business and management departments can't grasp the situation of meteorological measurement business of Shaanxi province timely and accurately.In order to solve these problems,it is necessary to deal with and evaluate lots of relevant information,to informationize various meteorological elements of measuring in business,to collect storage and transfer the most original basic information from the management system and business processes and to develop information platform that cover all metering business.The above information should be shared with relevant management departments and users through the network.According to the division of meteorological measurement work responsibilities of the province,the municipality and the county,Shaanxi meteorological measurement business system will be developed,meteorological measurement information database cover all areas of our province will be established,the quality and the automation level of Shaanxi meteorological metrological verification will be improved.We will make effort to realize meteorological metrological verification modernization of Shaanxi bureau of meteorology in the western China in 2018.This thesis is written on the basis of the subject,background situation at home and abroad,and relevant theory of technology obtained through on the Shaanxi province meteorological measurement system.shaanxi province meteorological measurement system consists of three main business parts,namely,Shaanxi province meteorological measurement information management system,metrology laboratory automation systems and mobile measurement field calibration system.Shaanxi provincial meteorological measurement information management system is developed by B/S pattern,the overall design idea is to built verification business information database by decomposing verification process.This system will make it possible to realize initiative loop control of the entire province instrument distribution and reception,standard management,personnel and qualification information management,laboratory automation test,data processing,measuring ratio on information management,information system management and quality assurance using computers.laboratory automation verification subsystem and Mobile measurement field calibration subsystem are developed by C/S pattern.Laboratory test automation subsystem consists of temperature automatic verification system,humidity automatic verification system and pneumatic automatic verification system.In this subsystem,all measuring standard devices and calibrating equipments were connected by computers,and laboratory automation verification was realized.Mobile metrology field calibration system includes mobile measurement vehicle GPS track,field calibration data automatic upload and field calibration personnel situation and so on.This system uniform and standardize mobile measurement business of whole province,achieve real-time input data on the spot,automatic processing and uploaded to the test database and provided the certificate report by the unified information management platform.All the measurement information above is collected into the Shaanxi provincial meteorological measurement information management system using network technologies,shared with the user by sharing information pool.In this project,metering information service systems have been established gradually in 11 municipal meteorological departments of our province,include Xianyang,Tongchuan,Weinan,Shangluo,Yulin in and so on.These systems not only integrated with measurement information resources of whole province,but also improved the verification efficiency and guaranteed the accuracy of the meteorological observation data.The effect of three levels meteorological system is appearing,the three levels meteorological system also lay a certain foundation for national meteorological measurement business informatization construction.
