Research On The Mapping Rules Of Parcel Plan

Parcel plan is the figure of the land certificate and cadastral parcel archives.To some degree,parcel plan reflects the professional technology level and the public service ability of the government department of cadastral administration,and the quality of parcel plan impacts on the credibility of the results of cadastral survey and land registration,as well as the realization of the land owners' legitimate rights.Scientifically making and effectively performing the mapping rules of parcel plan is an inevitable requirement to ensure the quality of the map.Provisions and samples on parcel plan in the "Regulations for Cadastral Survey"(TD/T 1001-2012)issued by the Ministry of land and resources of the People's Republic of China,as a whole constitute the current unified mapping rules of parcel plan at the national level in China,which provide a technical guide for the mapping of parcel plan.However,in the practical application,the current mapping rules of parcel plan exist some disadvantages in such aspects as operational,integrity,practical,systematic,so it can not meet the actual needs of the work of the mapping of parcel plan,and also to some extent,the quality of parcel plan is affected.Therefore,it is important to strengthen the research on the mapping rules of parcel plan,which is of great significance for improving the public trust of the results of cadastral survey and land registration,and promoting the improvement and promotion of the cadastral administration.In this paper,based on the theories of Cadastral Studies,Land Administration Science,Cartography,System theory and Quality management,the research methods of Literature research method,Comparative research method,Empirical research method and Case analysis are comprehensively used to make a systematic and in-depth analysis of the current situation of the mapping rules of parcel plan,and the existing problems in the current mapping rules of parcel plan are pointed out,the optimized designs with the actual operation are put forward,the research on the extension of the mapping rules of parcel plan is made based on the instance of the mapping of special parcel plan,while various samples of parcel plan are mapped to give an empirical evidence,finally with an eye to guarantee effective implementation of the protection of the mapping rules of parcel plan,in case of the quality of parcel plan as the center,measures to ensure the implementation of the mapping rules of parcel plan are put forward through the application of the tools and methods of quality management.The results of research show that:(1)the current mapping rules of parcel plan objectively has the following problems that it is weak on systemic and operation,incomplete,unreasonable,not practical and so on,so it can not fully meet the actual needs of cadastral survey and land registration,and cause such problems as that the one body of land rights certificate and parcel plan is separated to each,parcel plan is not standardized and poor of readability;(2)through the integration of the current mapping rules of parcel plan and making optimization from such aspects as improving the map classification,optimizing the content of parcel plan,enhancing the readability of parcel plan,the problems of the current mapping rules of parcel plan will be solved effectively,its shortcomings will be made up,and the upgrading of the quality of parcel plan will be promoted;(3)in the premise of making sure that the main content of parcel plan is complete and accurate,development of the mapping rules of parcel plan can meet the actual needs of mapping of special parcel plan;(4)to ensure the effective implementation of the mapping rules of parcel plan,strict quality management of parcel plan is scientific with feasibility and very necessary.
