The research on Emergency demand for earthquake help devolop the emergency response for the earthquake and relief the disaster effect, meeting the needs of victims in terms of clothing, food, shelter, etc., and provide a basis to respond effectively to the disaster after the earthquake, reducing human and economic losses caused by disasters. Earthquake Emergency demand is affected by many factors, has always been one of the basic problems in the emergency earthquake research field. Therefore, this paper set to devolop the earthquake emergency demand model as the main target, and choose Yunnan Dehong Dai Autonomous Prefecture as the study area, analyzeing the factors that influence the demand of emergency, seting up emergency manpower needs and material needs of the model seperately. Based on datas of historical earthquake cases of emergency tents, blankets, clothing, rescue teams and medical teams, this paper conducted a quantitative model, and analysis the demand of the purified water. And the study area was set earthquake disaster loss pre-assessment and correction, based on the analysis of Dehong Dai Autonomous Prefecture of human and material needs in this paper set 6.5 earthquake backgrounds. The main work is as follows:Firstly, this work studied earthquake emergency demand factors of the theoretical model, based on previous studies on selected areas coefficient, seasonal factors, GDP factor, gender as factors in four areas affected by the earthquake emergency needs theoretical models the main factors more fully into account the impact of differences in population and economic development to bring in demand, combined with changes of various factors, gives four methods to calculate the impact factors.Secondly, this study propses earthquake emergency demand model classification by the earthquake disaster relief in cases of analysis, the role of rescue personnel and relief supplies are different, so the factors that affect human and material aid is different. Select the gender and regional scale factor coefficient as rescue manpower needs theoretical model factors, seasonal factors select the sex ratio coefficient and GDP coefficient factors as relief supplies theoretical model, were established human relief aid needs and demand model model.Thirdly, Combining the characteristics of statistical data and choose the logistic curve model can reflect the changes of the demand for emergency and rescue situations regression analysis, obtained tents, blankets, clothing, and medical rescue teams and rescue teams five kinds of species statistical models.Fourthly. Setting Yunnan Dehong Dai Autonomous Prefecture as the study area, the use of software and the method of combining investigation, carried out under the earthquake disaster losses set Background 6.5 pre-assessment, after using the site survey data, the new data to update the underlying data, get a new damage assessment results, by comparison with the real cases of earthquake, with a new disaster loss assessment using data closer to the real case, the correction coefficient obtained before and after comparison disaster losses in the region of the earthquake.Finally, In the pre-disaster loss assessment based on the number of relief tents, blankets, clothing, rescue teams, medical teams and pure water of Dehong Autonomous Prefecture 6.5 earthquake were required pre-assessment, it takes about rescue tents 36,000-50,000 top 58,000-7.7 ten thousand quilts, cotton clothes about 41,000-5.1 million, the rescue team of about 2700-4500 people and health care team about 400-500 people and pure water of about 612 Wan Wan L-800 liters.
