Ownership registration of rural land contract and management rights is a property registration.In accordance with relevant laws of China,they require clear ownership to strengthen protection through the registration of real property.Rural land contract and management rights is indeed the right registration,conducted by the local people's governments above the county level,of information and changes that farmers' contracted land plots,area,spatial location and other circumstances,meantime a certificate warrants is issued,which aim to further specify all rights of the farmers contracted land.It makes it possible to tackle unclear contacted land plot,unclear boundary,unsettled location as well as uncompleted registration.As we know,the job of ownership registration is time-consuming,heavy,extensive and costly.The actual job have many processes,extensive data sources,varied quality,besides the process are often completed by different staff,whose land surveys and database theory knowledge are vary from high to low,so it is vital to simplify the complicated processes to reduce the of errors to the greatest extent.At present,the traditional mode of operation adopted by the production unit has characteristics of multi-step processes,labor-intensive and poor data quality can't meet the requirements of production tasks.Currently,relevant departments of the engineering don't have deep research about attribute data entry and quality check before registration,lack of systematic and comprehensive quality control objectives and methods.Therefore,developing an efficient,fast algorithm for data batch processing and a complete programing for quality checking is an urgent task for achieving attribute data entry automation and checking automation.This paper analyzes the general properties of the data entry and inspection issues,carried out the following studies:(1)Based on the analysis of main source of attribute information as well as traditional input technology,it utilizes program development to achieve a coding block,boundary identification and optimization of space connection attributes assigned,simplifying the work steps to improve the efficiency and accuracy.(2)Based on the analysis of attribute data quality requirements,it use FME(Feature Manipulate Engine)visual programming techniques to build a data model checking,implementing logical consistency checks of attribute information between the non-spatial data and spatial data and non-spatial data attribute information,andgenerate detailed error reports as well as location data.,which avoid the time-consuming manual inspection,intensive labor and uncompleted data.(3)Since the Arc GIS topology error checking function can't check vector data of the rural land ownership database construction,in accordance with the database construction quality requirements,this paper analyzes the topological vector data types and causes of errors.By writing checker,it can effectively check suspicious gap surface,a small acute angle,multi-part,self-intersection,the point in close proximity to the other,to make up for the lack of Arc GIS features,enhancing work efficiency and quality of the data reliability.(4)Bulk lot attribute data entry program and quality checking program before entry are applied in Duchang land ownership project,whose outcome show the automation program achieve efficiency and accuracy smoothly.
