The Research On Method Of Data Quality Checking For Rural Land Management Right Confirmation

China's rural land management right confirmation work is being carried out in a large scale throughout the country.A large number of land space location information data and ownership data has been acquired.The quality of rural land management right confirmation data is not only related to the current rural land management right confirmation work can be completed,but also related to whether to solve the problem of the previous land management right confirmation work,for instance,the inaccurate area,the unclear boundary,the unknown ownership,and whether to achieve the target of information management of the land contract relation.Therefore,this paper focuses on the quality inspection of rural land management right confirmation data,analyses the specification for registration database of rural land management right confirmation,studies the corresponding data quality check method.On the base of the existing technology a software has been developed,which can automatically check the quality of land confirmation data,achieve data quality automatic inspection,improve the efficiency of data check.The contents of land management right confirmation,the source of data errors,and the land ownership data has been analyzed in this paper,and then summarizing error types of possible topological errors and ownership data,and studying the corresponding data inspection plan.For graphics topological errors,such as boundary point repetition error,boundary line inflection point without boundary points error,etc.on the basis of ArcGIS two development components combined with the judgment algorithm of topological relation of spatial data,programming to realize the error check of the graph topology in land management right confirmation data.Aiming at the errors in the ownership data,such as the range constraint error and the coding error,the method of establishing template library and rule base has been used in this paper,and programming to realize the error checking of ownership data on the base of database storage technology and database access technology.Finally,according to the above research content and the corresponding check method,the RLandRight data quality checking software has been developed.Through the example test,the RLandRight software can effectively check out the graphic topological error and the ownership data error in the land management right confirmation data.The software automatic inspection of the land management right confirmation data quality overcomes the disadvantages of the traditional manual inspection methods,such as inefficient and easily omitted and can guarantee the correctness of the land management right confirmation data in a certain extent.The research in this paper is of great value in data quality checking in land ownership practice.
