Vulneability Assessment Of Storm Flood Disasters Based On Fuzzy Comprehensive Evaluation Method

At present, with the aggravation of the global warming and the frequent occurrence of extreme weather events, which make a great effect on urban storm flood disaster; at the same time, with the acceleration of global urbanization, flood disaster influences are becoming more and more extensive and causing enormous losses. Zhengzhou City, the provincial capital of Henan Province, has a high concentration of economy and population. Once the flood disaster happens, it may be causing huge economic losses. So this paper adopted fuzzy comprehensive evaluation method to evaluate the flood disaster in Zhengzhou City, and provide theoretical support for flood control and disaster reduction, urban construction and economic development of Zhengzhou city. The research contents of this paper include the following aspects:(1) The paper by considering two aspects which were properties of hazard-affected bodies and capacity of social disaster mitigation, then analyses the reasons from four aspects of sensitivity, economy, population and society. from the properties of hazard-affected bodies and the social disaster mitigation capacity into consideration. The paper chooses 15 flood disaster vulnerability assessment indicators Choosing the sensitivity, economic vulnerability and population vulnerability and social vulnerability research in four aspects, select 15 heavy rains flood vulnerability evaluation indexes to build index systems, and then taking Zhengzhou City as research example.(2) The paper takes Zhengzhou seven cities as an example,and then calculating vulnerability respectively of 1999, 2007 and 2013. The conclusions are as follows: in 1999, the comprehensive evaluation level of vulnerability of Gongyi, Xingyang, Xinmi, and Xinzheng is low, vulnerability in comprehensive grade is Zhongmou, the comprehensive evaluation level of vulnerability of Zhengzhou urban area and Dengfeng is high. In 2007, the comprehensive evaluation level of vulnerability of Zhongmu, Gongyi, Xingyang, Xinmi and Dengfeng is low, vulnerability in comprehensive grade is Xinzheng, the comprehensive evaluation level of vulnerability of Zhengzhou urban area is high. In 2013, the comprehensive evaluation level of vulnerability of Gongyi, Zhongmu, Xinmi, Xinzheng and Dengfeng is low, vulnerability in comprehensive grade is Xingyang, the comprehensive evaluation level of vulnerability of Zhengzhou urban area is high.(3) In order to analyze of vulnerability of flood disasters, we use the model to verify the scientific and reasonable quality and the conclusions are as follows: overall, the trend of vulnerability index is dropping slowly, which means that the vulnerability index of Zhengzhou urban district showed a slow decrease; the vulnerability index of Zhongmou, Gongyi and Xinmi increased in 1999, 2007 and 2013; the vulnerability index of Xingyang, Xinzheng and Dengfeng was the largest in 2007.(4) Finally, according to the changes of the vulnerability in economy, fund investment, alarming system, the paper puts forward some relevant suggestions and drops an conclusion to the forward orientation of research in the future.
