The selection of appropriate emergency materials suppliers is the core of establishing a strong emergency materials support system,is the precondition of emergency management work orderly. Therefore, the study of emergency supplies vendor evaluation and selection is the realistic requirement of accelerating the establish and perfect disaster emergency supplies system, has important theoretical and practical significance.This paper uses relevant theory knowledge of system engineering, logistics management, emergency management, through a comprehensive set of emergency material connotation and characteristics, in-depth analysis of emergency supplies supplier selection is special, points out that the traditional method by using the evaluation and selection of commercial materials supplier is unable to establish accurate and effective evaluation mechanism model for emergency material supplier selection. Finally, the case that "Jingjiang River flood control" as the background is established, according to the principle of maximizing the reliability function, selected three excellent suppliers from eight tent supplier, and identified the number of tents for three vendors each provide, effectively proved that the combination method has some applicability in emergency supplies vendor selection problem.In general, for emergency supplies has the characteristics such as timeliness, the weak economy, this paper builds up a set of emergency material supplier selection index system, put forward the evaluation and selection model of emergency material supplier that based on grey relevancy of evidence theory, so as to providing theoretical reference for government to choose the appropriate emergency material supplier.
