The resolution of human resource problems and the re-structure of human resource in Ningbo Daxie Development Zone(hereinafter referred to as NDDZ) have become key issues that affect the realization of the strategic objectives on "aiming to be a World-class Port as a economy and trade zone".Evidence has been explored that providing a predominant environment with well-built infrastructure is the primary approach to attract and maintain high-tech talents.For the purpose of the equilibrium of the human resources demand-supply, NDDZ has been found a few deficiencies that need to overcome,such as the shortage of talents,serious outflow of advanced talents,short period training for employees and less intense development of human resources within enterprises.In the paper,the author analyses the strengths,weaknesses,opportunities and threatens of the human resources to NDDZ by SWOT tools,and also analyzed with Delphi Method the reasons about how the problems involving Human resources in NDDZ come into being.In the end,the author provide proposals for NDDZ be means of highlighting and examining the following five dimensions:extending human capital investment; optimizing policy and regulations regarding to human resource management; establishing market for human resource re-allocation;improving the enterprise capability in human resource management;and intensifying reform in educational institution.
