As the leading enterprises in tourism industry, travel agencies not only play an important role in promoting the development of national economy and cultural exchanges, but also meeting people’s demand for travel. The scale of travel agencies has expanded unceasingly in recent years. However, the lagging of related legal and lacking of effective monitoring mechanisms causes improper competition of travel agencies and non-standard operating phenomenon, which makes the tourism market increasingly chaotic. The Tourism Law came into force on October 1,2013. It think highly of the supervision of the travel agency industry. The new law also lays down detailed instructions and specific penalties in many ways, such as travel agency operation, tourism service contracts, tourism supervision and administration, legal liability, tourism safety and so on. These regulations about travel agencies bash improper competition and non-standard operation, which promoting the fair competition and accelerating the shake-out of the travel market.Based on the literature review on the research about the Tourism Law and travel agencies, the reasons why the Tourism Law attaches great importance to the development of travel agency industry has been analyzed. The study also summarized the superiority of the Tourism Law compared to other relevant laws on travel agency industry. These relevant regulations of the Tourism Law strengthen the regulation of travel agencies. The influence and challenges on travel agencies of the implementation of this new law has been researched in this study from several aspects, for instance, travel agency industry, travel agency operation, employees of travel agencies. The implementation of the Tourism Law has purified the competition environment of travel agency industry. Also it is conducive to the long-term stable operation and product innovation of travel agency. Besides, it can offer new development opportunities for tour guides. In the meantime, it intensifies the decrease of the number of travel agency team and makes the tour guide face great challenges. This paper takes Jiangsu Province as an example. Then the difficulties which travel agencies facing in Jiangsu Province after the implementation of the Tourism Law has been studied. Based the current development situation of travel agencies in Jiangsu Province, the study focuses on the discuss on development strategy of travel agencies after the implementation of the Tourism Law. The strategies has been proposed in this study from five aspects, which includes the development of new tourism markets, the strengthen the tourism product innovation, paying attention to the management of travel agencies, taking active diversified marketing strategies and the enhance of the human resource management of travel agency.
