Integrated international energy company is typical of knowledge,technology and capital intensive enterprises,talent is an important carrier of knowledge and technology.Facing the growing international competition for energy resources,talent has become an important part in improving the competitiveness of enterprises.To enhance the competitiveness of enterprises talent, the key is to.improve the effectiveness of talents.The evaluation of talent effectiveness can make the management of humans more scientific and refinable.How to build a reasonable evaluation system to evaluate enterprises talent effectiveness,this is studied in this paper.Based on the study of the basic theory of human performance,access to a large number of relevant literature at home and abroad,and has carried on the comprehensive analysis of the review as a reference.After confining the concept of an integrated international energy company and talent efficiency, combined with the characteristics of integrated international energy company,in the third part of this article,screening the existing evaluation index of talent effectiveness.Ultimately,identified integrated international energy company talent effectiveness from three angles as talent economic performance,labor performance and technology performance.In the part IV,firstly establish a talent effectiveness evaluation index system of international energy company using expert scoring method and AHP.Finally,build a mathematical model on the basis of factor weighting method and gray correlation analysis.In the fifth part,evaluate 17 integrated international energy company using the talent evaluation system, and analyse the results of its evaluation comprehensively,finding there is a gap between Chinese petroleum enterprises and foreign companies,and to further find out the advantages and disadvantages of talent effectiveness of CNPC. Finally,in order to ensure the smooth running of the evaluation index system, a series of security measures are put forward.
