The rural land market is a critical part of the land market in China, which has an impact on the industrial structure and economic development of the whole society. In recent ten years, the central file No.1 advises on the development of rural land market, and authorities put forward the direction of reform in rural work conference and other vital meetings and focus their attention on construction and development of rural land market. With the rapid development of market economy, the trend that consummate rural land market and liberate collective land resources is become increasingly universal. As a result, the study of the rural collective land market has a certain reference value to improve the construction of China’s land market.The paper uses the literature method, comparative analysis method and theory and practice combination method. Based on the basic situation of our country and analyzed foreign experience, it explores the construction of rural collective land market. It contains five parts.(1) Based on the introduction of research background, the paper summarizes the domestic and foreign scholars of research results systematically. The paper discusses the connotation of collective land and rural land markets and dissects their related theories. It has laid a solid theoretical foundation for putting forward the rural collective construction land market ideas.(2) Describing the rural land market of our country, analyzing aspects from the property right and market types of rural land to rural land development and circulation, and summarizing the cons about the presence of unclear property rights, half-baked power, and the imperfect about contracted management right and the circulation system.(3)It is suggested that keeping the choice of collective and state-owned dual land ownership by analyzing the present situation of China’s rural land market. Based on the domestic and foreign academic researches and use the Marxist property rights theory as a guide, we put forward the overall design ideas about our country rural collective land market, establish land management system to balance interests and improve supporting safeguard measures.(4) Detailed analysis of the overall train of thought, and puts forward the rural collective land sub market design, including collective land ownership market, collective land use rights transfer market, collective land financial intermediary market. Taking transitions between collective land ownership help the village collective land contiguous farming. land use rights transfer scatter farmers land consolidation, the village collective joint consultation rental, and make strict limits on the leased land and investment enterprises, then design homestead mortgage transfer and replacement transfer process. Improving financial institutions of agricultural land contractual management right and land use right mortgage, and countries give support to the rural land market intermediary service agencies, so that farmers can be the guidance of Science in the land transactions.(5) Cases analysis and suggestions. With the use of farmland and homestead as an example, the quantitative analysis of the status quo, analysis of the new rural community construction in Gao-ling, the benefits of the homestead replacement, and the results of the rural land capitalization. With the design thought as the guide, combined with the case analysis, the suggestions on improving the farmland, homestead circulation and the rural land capitalization are put forward.
