Research On The Evaluation And Countermeasures Of New Energy Industry Security

China is in a critical period of economic and social transformation currently. The Resource constraints and environmental problems have become increasingly apparent, and the downward pressure on the economy is increasing. The appearance of new energy industry provides a good opportunity for China’s economic structural adjustment and optimization of energy structure. The new energy can not only complement to traditional energy, but also can control the environmental pollution effectively, which has become a new driving force of economic growth. With the support of national policy over the past decade, China’s new energy industry has obtained huge achievement. The industrial policy has introduced and the scale of industry continues to expand, the technology level has improved. However, the new energy industry just realized the quantity accumulation, but not a qualitative leap. The problem is particularly prominent such as insufficient domestic demands, the high degree of dependence on foreign market problems, lacking of core technology, which has become a bottleneck restricting of the healthy development of new energy industry. These problems in the final analysis are problems of industry security. Nowadays, international trade protectionism increasingly prevail, and the research of new energy industry safety is of great significance in this case.This paper was based on the theory of industry security, taking the new energy industry as the research object, centering on the study of the evaluation and countermeasures of new energy industry security, integrating the use of a variety of theories and methods, such as system engineering, operations research and extenics, etc. The main research contents were as follows. Firstly, it presented the definitions of new energy industry and industry security, and described the theoretical framework of new energy industry security. Through a comparative analysis of the present development situation between global and China’s new energy industry, it explored the industrial safety problems of the new energy industry in China. Secondly, it discussed the characteristics of the new energy industry security combined with the new energy industry of its own characteristics. Then, it analyzed the macro and micro influencing factors of new energy industry security. And it constructed an interaction model of macro and micro factors. Thirdly, based on the influencing factors of new energy industry security, it established the evaluation index system of new energy industrial security, and constructed the extension evaluate model. Fourthly, this paper put forward the improvement countermeasures of new energy industry security in China from eight aspects. Fifth, using the theoretical system which had been constructed, it chose a typical representation of new energy industry, the solar energy photovoltaic industry, as the empirical research. And it put forward the countermeasures and suggestions pointedly.
