With the development of market economy in our country, the market competition environment has been improved, and the competition among enterprises is increasing. Enterprises only continue to adjust their own internal development, its internal system, all aspects of continuous optimization, in order to better adapt to the current increasingly competitive market environment. Specifically speaking, in the process of enterprise development, one of the most important factor is the competition between talents, only by continuously improving the degree of attention to the talents, can make the enterprise better retain talent, and make the talent to become a powerful driving force for the development of enterprises. At present, some state-owned enterprises in China with its own nature, sitting on a good social resources, under the government to vigorously promote, the rapid expansion of the scale. At the same time, enterprises also made rapid growth. However, due to the development of human resource management in this part of the state-owned enterprises is lagging behind, especially in the performance management, which needs to introduce the international advanced enterprise performance management system. On the other hand, it is mainly reflected in the performance management system. Therefore, the reconstruction of the performance management system is an important breakthrough to improve the comprehensive competitiveness of enterprises.The company mainly engaged in bidding agent CIIC as Chongqing municipal key state-owned enterprises, is currently facing the same problem. And the performance management system for the long-term development of the enterprise layout is particularly critical, the CIIC company to achieve future sustainable development has important significance. Based on the enterprise performance management system related theory and literature summary, combined with CIIC companies bidding offices of the existing performance management system of the of questionnaires and interviews, expert consultation and case analysis. It is found that there are some problems, such as lack of understanding, communication and feedback, and the subjectivity of the formulation and evaluation criteria, the performance evaluation is too rough, the lack of strategic performance evaluation, etc.. In this paper, we put forward specific suggestions and improvement measures for the above problems, including the establishment of personnel objectives, classification of personnel, and the present stage of performance evaluation rules, and the supporting measures to make it sustainable development. Scientific performance management system in the bidding business not only can effectively enhance the enthusiasm of the staff, retain talent, but also to remove obstacles in the development of enterprises, improve the comprehensive competitiveness of the company, but also to provide a strong guarantee for the realization of enterprise strategic objectives.
