With China’s economy being a new normalization, the issues of overcapacity,rising labor and raw material costs and lower product prices have become increasingly prominent, which take fierce competition among enterprises. Faced with such difficulties, companies must upgrade, fully tap the internal potential and take the connotative development path. The theory and practice of business has showed that it is important to improve employee motivation and satisfaction. Based on constructing Performance Evaluation Index System, companies should conduct scientific performance appraisal to improve the level of human capital management and to optimize management environment, which is to stimulate employee enthusiasm, to improve employee satisfaction and to corporate strategic goals and employee behavior consistency ultimately.Based on the above background, first of all, on the basis of the research of the Balanced Scorecard(BSC) and Performance Evaluation Index System, that gathering information of enterprise performance evaluation to generalizing and pondering index attributes, and to construct performance evaluation index model. Secondly, orienting to the BSC four dimensions, what is to decompose strategic goals to the corresponding dimensions of the strategic themes(Critical Success Factors, CSF)by combining Strategy Map; For strategic themes, further refining them to Key Result Areas;Regarding Key Result Areas as the goal, combined with enterprise staff duties, the Key Result Areas will be broken down into the smallest units of performance appraisal-Performance Evaluation Index to form the decomposition model of Critical Success Factors-Key Result Areas-Performance Indicators. Third, completing indicators property and making the decomposition model into the model of Performance Evaluation Indicator Database. Fourth, based on the Performance Evaluation Indicator Database, that introducing performance appraisal objectives is to construct the screening model of Performance Evaluation Index System. Fifth, having a example of the Headquarter of Financial Market of L Commercial Bank, according to the model constructing ideas, constructing the Strategy Map of L commercial bank, the Strategy Map of the Headquarter of Financial Market, Critical Success Factors, Key Result Areas,Performance Evaluation Index, Performance Evaluation Indicator Database, and screening out annual Performance Evaluation Index System by combining 2015 annual performance goals. Finally, using the” Structure Entropy Method” which is an objectivethan subjective method, calculates the index weight. The example shows that Performance Evaluation Index System application model can help companies to broken down strategic goals into employees’ operational indicators, to achieve the reasonable allocation of corporate resources, and to promote performance management.
