By the rapid expansion of Internet technology and the accelerating process of world economic integration,trade between countries and regions is becoming more and more frequent and close.In the tide of "knowledge economy",In such an era of economic development driven by scientific and technological innovation,global industry and commerce are facing unprecedented opportunities and challenges.Management scholars and managers have realized that the strategic management of enterprises can not only be limited to the formulation and planning of strategies,but also should pay considerable attention to the implementation and control of strategies.For another research focus in the field of strategic management,it can help enterprises to achieve their strategic goals and improve their performance by exercising reliable control over the implementation of strategies.In recent years,management scholars and many enterprises have done a lot of research on the strategic control of enterprises,and obtained many representative research results,but most of these research results are focused on the methods of strategic control.Although some strategic control methods such as strategic process control,strategic element control and strategic event control are put forward,managers generally consider how to construct an effective strategic control system in the process of strategic implementation.And its practical application in modern enterprises is still lack of systematic research.In the increasingly complex market competition,although many enterprises will establish a scientific and reasonable enterprise strategic control system as an important part of enterprise strategic management,it is obvious that,The construction of strategic control system is a very complex system engineering,and the current application depth and breadth is not sufficient,so the existing control system construction scheme stays more in the concept level of the construction system,and is not very profound.There is also a lack of maneuverability.The balanced scorecard is an indicator framework designed by David P.Norton David.P.Norton and Robert S.Kaplan.to comprehensively evaluate the business results of a business,including multiple levels of indicators,such as financial and non-financial indicators,through a series of indicators within the management theory,An effective enterprise strategy control system is constructed.In order to construct the enterprise strategic control system,the first thing to do is to design a scientific and reasonable evaluation index system of enterprise strategic control,which is to construct the corresponding enterprise strategic control system.To a certain extent,the successful establishment of the evaluation index system indicates that the establishment of the enterprise strategic control system has achieved initial success.Next,we only need to establish an effective enterprise strategic control process according to the relationship between the indicators in the index system,so as to transform the difference in the nature of the business operation into the quantitative difference in the evaluation index.That is to make the business information of the enterprise quantifiable and operable Change.In the previous research on the evaluation of enterprise strategic control index,the determination of index weight is very subjective.Catastrophe series evaluation method is a comprehensive evaluation method developed in a new mathematical research field of discontinuity and effectively applied in the field of economic management.Compared with other evaluation methods,the catastrophe series evaluation method has the advantages of simple calculation and no need to determine the weight.Therefore,this paper chooses the catastrophe series evaluation method as the evaluation method of enterprise strategic control index.Not only has the problem of determining weights been solved skillfully,but also by reducing the number of masters View,make the comprehensive evaluation of enterprise strategic control performance more reasonable.Of course,the enterprise strategic control index pricing system and the strategic control process are two important parts of the enterprise strategic control system.If the enterprise strategic control index system is the yardstick of the enterprise strategic control work,then,The process of strategic control is the work content and method of enterprise strategic control,both of which are indispensable and complement each other,and together constitute the enterprise strategic control system.From the perspective of strategic management and control,this paper summarizes the advanced theory and practical experience of strategic control,combines with the evaluation and analysis of enterprise strategy,and clarifies the key elements of success in the implementation of enterprise strategy.On the basis of considering the continuous change of strategic environment,this paper analyzes the influence mode of enterprise strategic control work on enterprise performance,expands and perfects the theoretical research of strategic control neighborhood in our country;on the other hand,Through the introduction of balanced scorecard,the enterprise strategy control system based on balanced scorecard is successfully constructed and applied to the strategy control work of real enterprises.The performance of enterprises before and after strategic control is analyzed.This paper analyzes and synthetically evaluates the maneuverability,effect,conditions and direction of improvement of the strategic control system proposed in this paper,which provides a reference scheme for the practical application of the balanced Scorecard in the strategic control of modern enterprises in China.
