After the 2008 financial crisis, the US economy declined, the employment rate dropped, and the economy recovered slowly, while Asian countries led by China experienced a rapid recovery after the crisis, and APEC member countries also established regional trade agreements, which aroused the United States’ concerns that it has been marginalized in the Asia-Pacific region. Therefore, the US chose to join TPP to intervene in the Asia-Pacific trade liberalization process, and tried to develop new standards and dominance in the Asia-Pacific region. The TPP negotiations is approaching the final stage, TPP’s high-profile provisions that imply protectionism will affect China’s exports, which is worthy of study.This article first describes the TPP negotiation process, combines with the theoretical basis of trade protectionism, the causes, forms and characteristics, and then sums up the form of trade protectionism in TPP. After that, it focuses on the impact of labor trade barriers and green trade barriers in TPP on China’s exports. Labor barriers lead to increased labor cost of China’s exports, less competitiveness internationally, but also to speed up the improvement of labor standards system in our country, promote industrial upgrading and enterprises’ sustainable development. Environmental barriers in TPP have similar negative impact on China’s exports with blue barriers; but in the long term, it will form a business innovation effect, increase the export of low pollution industries and help to realize the adjustment of export products structure in China, promote the rapid development of environmental protection industry. Faced with the TPP negotiations’ smooth going, China should also actively promote the development of a comprehensive economic partnership, deepen economic cooperation with ASEAN, speed up free trade negotiations with TPP member countries, and accelerate the pilot reform of Shanghai Free Trade Zone, in response to the TPP’s adverse impact on our country.
