In China,dispensary system is performed in tobacco field.After joining the WTO,tobacco industries face opportunities and challenges in China.The Competition pressure at home and abroad promotes the development of the tobacco industry in the direction of high efficiency, safety and practicality.To enhance the competitiveness of tobacco industries, establishing a modern tobacco logistics distribution system of high efficiency and low cost has become a urgent matter.The optimization study of tobacco logistics distribution system aiming at the prefecture cities enriches the research contents of logistics and distribution, guides the tobacco logistics construction in prefecture level cities, helps the tobacco logistics enterprises to optimize distribution scheme, saves logistics costs and improves customer’ satisfactionUsing the literature research method,national tobacco policy,the development bottleneck and challenge of the industry,as well as the present situation of tobacco logistics distribution system development in prefecture cities are summarized and the research results of tobacco logistics at home and abroad are concluded.Aiming at the problem of the research on the tobacco logistics in the prefecture level city at home and abroad,based on characteristics analysis of tobacco logistics in prefecture cities and basic model of VRPTW,path optimization model(VRPTW) with band time window distribution has been established which considers the constraints of vehicle speed,the customer distribution, vehicle load and vehicle scheduling quantity.Using the method of comparative study,the comparison of the advantages and disadvantages of savingmileage method,dynamic programming, fuzzy clustering and simulated annealing algorithm are carried out,genetic algorithm.method was chosen to solve the problem finally..At last,taking Tong Chuan as an example, the data of Tong Chuan logistics distribution center is got on the spot investigation.According to the data,setting the parameters of the model and algorithm and using the software of Matlab to simulate the distribution route optimization process, the results and cost analysis shows that logistics cost reduces and the distribution line is more reasonable. The optimization of Tong Chuan tobacco logistics distribution system has been realized.In view of the tobacco logistics model in prefecture cities, the paper only considers the effect of loading speed, cycling, cycling maximum travel distance and other factors qualitatively, doesn’t study on the influence weight of each factors quantitative.It can be discussed in the follow-up research in the future.
