As the biggest country of tobacco producing and consuming in the world, China's tobacco industry occupies the prominent position in the national economy. However,during the past few years,the market position of China's tobacco enterprises has been facing severe challenges,especially the field of tobacco commercial.Based on this,the National Tobacco Administration decided to develop tobacco modern logistics to enhance the competitiveness of the tobacco commercial enterprises.The study arises just in the context of this reality background.This paper,from the perspective of breaking the administrative regional restrictions to tobacco logistics activities,hopes to achieve the integration of logistics resources and increase the efficiency of tobacco logistics through the distribution network optimization.Comparing with the existing study,the model of tobacco commercial distribution network optimization in this paper has the following four main features:●According to the different weights of tobacco commercial distribution network optimization objectives,the paper bases minimization of distribution network operating costs on guaranteeing a certain logistics service level.●The model considers the workload balance between every vehicle route,and takes route distance as the evaluation criterion for routes arrangement.●Most of the studies on LRP only consider facility location and routing, however,this study takes them into consideration together with inventory control problem.●In the three-level distribution network which the model is built on,the first level nodes not only offer point-to-point transport service to the second level nodes,but also the distribution services to cigarette retailer.
