In the new period, all kinds of social contradictions occur frequently in our country, the traditional labor relation has been replaced by marketable labor relation, the different interests demands of labor and capital have been impressed, but the two sides did not form a good balance, the background of the running mechanism and law led to the labor conflicts intensifies day by day,labor conflicts has become the major problem which restricts the social development and the social harmony.The main subjects of labor disputes are government 、 employers and employees, the most important role is the government. The labor interests must be damaged without government’s governance, it will cause more unfairness of social development and hamper the sustainable development of society, so the government should govern the labor disputes based on the protection of public benefits. The goal of government’s governance is to keep social balance while protecting the interests of disadvantaged group and carry out proper policies to resolve labor disputes. How the government will govern labor disputes has become an extremely urgent problem.Guangzhou is a place with highly developed industries and great denseness in population in the Pearl River Delta and even the whole country, so its labor disputes directly influence our city’s economic development and social stability.The government in Guangzhou has attached much importance to the labor relations’ harmony and the labor disputes’ settlement, and carried out a series of policies and regulations to balance the mutual interests between labors and capitalists and to resolve their conflicts. It is of strategic significance for the city’s whole construction and development to improve the governance on labor disputes. In the meantime, this is the important task to promote the construction of harmony Yangcheng.Western academia’s researches on labor disputes focused much on themacro aspect including the governments’ legislation and the unions’ collective bargaining. In the domestic academia, the study on dealing with labor disputes concentrated much on the analysis of the causes, characteristics and tendency.Scarcely had they investigated the governments’ settlement and management on labor disputes and found out scientific methods and ways to solve, get rid of and prevent these disputes from a micro perspective. This paper expected to combine principles of management to analyze the main problems and challenges by investigating the construction of “Two Subnetted” and mechanism on early-warning and crisis management on the basis of the researches on the current situations and causes from the perspective of public management. It provided strategies and suggestions to deal with labor disputes in Guangzhou,and gave us a reference for keeping labor relation harmonious and stable.
