Thirty years of reform and opening up, the market demand showed degeneration and gradually intensified competition among enterprises. Enterprises are facing more challenges, and the challenges increasingly become larger. The competition has evolved from price competition, resource competition, channel competition to the competition of talents. Enterprises must improve the level of enterprises’ performance management, and enhance the competitiveness of enterprises, the strategic objectives of the enterprise can be realized, the enterprise can survive and develop. However, the successful operation of modern enterprise, more dependent on the capacity and performance of the employees. Therefore, how to improve the enterprise performance management level, and how to effectively carry out human resource management have become the subject of enterprise and Research. Establish a set of their own development needs in line with the performance management system has a very important practical significance.Take CNCRC Guangzhou Branch as the research object, based on target management, KPI and 360 feedback method, the paper build ideals and methods of CNCRC Guangzhou Branch Company’s strategic performance management system. We hoping to provide a reference model for strategic performance management for China’s enterprises. This paper introduces the research background and significance. The research on the theories of the performance management is described in detail. Based on the performance management concept, the content and methods theory of performance management, we diagnosed the current situation and problems of CNCRC Guangzhou Branch’s performance management system. To solve these problems, we analyzed the fundamental reason through investigation, optimized CNCRC Guangzhou Branch performance management system through management by objectives and key performance index method, studied to establish and improve the methods and steps of performance management system in the current state. First, objectives and basic principles of CNCRC Guangzhou Branch of performance management was cleared. Second, the basic ideal of performance management optimization was raised. Third, to build an index system of performance management from three levels of the company, department and staff. Fourth, to establish the annual and monthly performance evaluation system. Fifth, to optimize the implementation process system of the performance management, which means performance plans, performance evaluation, performance feedback and performance improvement process. In order to guarantee CNCRC Guangzhou branch company performance management smooth implementation, we present countermeasures from four aspects of organizational structure, culture, communication channels and performance training. In order to continuously improve the enterprise operation level, standardize the behavior of employees, provide a strong guarantee in the realization of the enterprise strategic target.Through the optimizaton of Cncrc Guangzhou Branch performance management system,the article aims to establish a set of scientific, objective and impartial, practical performance management system, and fully mobilize the enthusiasm of the employees, improve employee performance, enhance the overall performance of the enterprise management level, and ultim ately promote the realization of the strategic objectives of the company. At the same time, we hope to provide some reference for similar enterprises.
