Special types of early retirement is a policy that the country is engaged in the protection of particularly heavy physical labor, high-altitude, high temperature, underground work or other harmful health workers, and workers engaged in the special provisions of the aforementioned types meet the requirements of the statutory normal retirement age can be compared to retire five years earlier. Special types of early retirement policy has played a positive role of protecting the health of workers and increasing employment capacity.This paper studies special types of early retirement policy, "Past and Present", explores the background of policies, studies the procedures and changes of value orientation, arranges and analyses of results of previous studies through the collection in the library and the network over the years in newspapers, periodicals, yearbooks, books and " special trades " and " early retirement " relevant documents by literature research. Interviews special types of early retirement competent cadres and approval authority, special types of early retirement-related legal work of the staff as well as apply for special types of early retirement of employees, to understand their special types of early retirement approval policy views and opinions. In addition, the paper also analyze the typical cases encountered in the approval process in detail, to explore policy issues exist in the case. By using these three methods, combining with public management theory and basing on Guangzhou special types of early retirement approval practice, realize that with the development of the changing times, special types of early retirement policies exhibit various problems in the approval process: early retirement age across the board; the list of special types of policy and practical types does not match; the approval of the policy target range is too narrow; the competent authorities in different sectors developed different policy standards which can not be mixed with each other referring; policies and regulations for approval in accordance are with a single material; approval policies has loopholes for illegal handling special types of early retirement provisions. The causes of these policy issues are: the based background of policy design concept is always changing; policy adjustment lags behind the actual development needs; policy existence main barrier; the policy of internal contradictions caused by each department acting on its own did not straighten out; lack of linkage between the policy mechanism; lack of supporting the implementation details of the policy.In order to better promote the reform and improvement of the special type of work in advance of the retirement approval policy, according to the relevant research results at home and abroad, this paper presents special types of early retirement policy reform proposal: the implementation of flexible retirement policy; revising and improving the management of the list of special types of work; Breaking the subjectivity and the trade barrier; strengthening the management of personnel files of employees of special types of work and properly solving the problems left over from history; strengthening the complete set of implementing rules; the establishment of enterprise compensation system.
