The Study Of Flight Delays In China Based On The Scope Of Public Governance

In recent years, with the rapid developm ent of civil aviation indus try, flight delays appeared in public view frequently as a public issue. A new word “air rage” appeared which means the action passengers take in response to the flight de lays. The conflicts between the service providers and customers became more and more acute because of the flight delays. It receive more much concern from the government, academy and society as how can we reduce flight delays and resolve dispute caused by delay. Generally, the causes of flight delays can be varied, including weather, airlines, airports, ATC and passengers’ aspects. In this paper, we focus on th e subjective causes and think that th e subject which caus e the flight delays is diverse.Based on the above thinking, we focus on th e liability subject and the relationship between the components(Civil Aviation Administration, airlines, airports and ATC) which cause the flight delays from the public governance view. We use the literature retrieval, sampling survey, normative analysis and case study method to evaluate the status quo of domestic flight delays, analyze the causes a nd propose the concrete suggestions to reduce flight delays and release contradictions in order to im prove the im age of domestic civil aviation industry and the customer satisfaction.The orientation of public governan ce is public liability and public v alue. The liability subject of flight delays have dif ferent properties and the goals they pursuit are dif ferent, but the social responsibility they ha ve to take are the sam e. In this paper, we has the following several characteristics: Firstly, the topic is one of the m ost concerned livelihood issue and we use the diverse research methods. Secondly, we introduce the theory of public governance and place the main liability subject in the same analysis framework and make the idea of public value and subject interaction runs through the whole paper. Thirdly, we focus on the solution of the problem, propose correct mode for the fault of subject, force liability subject to seek the better ways to improve the flight punctuality and gradually establish a perfect mechanism to prevent, reduce and process flight delays.
